The purpose of the request is to obtain a Statement of Qualifications from inspection firms, to evaluate their qualifications through an interview process, and to select the most qualified firm(s) to provide construction inspection on various CITY and development projects. In general, all services performed under this RFQ shall conform with all applicable Federal and State standards, regulations, policies, and procedures. Consultants submitting qualifications must be able to provide all of the services or compose a team that includes subconsultants to provide the services. The prime consultant shall be responsible for all services leading to the completion of the project development work or phase in accordance with current Caltrans/Federal Highway Administration policies and procedures, where applicable to the specific project. Successful firms shall continuously make available, throughout the life of the 5-year on-call list establishment period, the qualified personnel proposed to perform the services required. The scope of consultant services may include, but not be limited to, the following tasks: 1) General Construction Inspection including: a) Check traffic control for compliance with CITY-approved traffic control plan and CAMUTCD standards. b) Oversee contractors adherence to plans and specifications. c) Follow CITYs Technical Guidelines (Attachment A) for inspecting grading, trenches, sidewalk, curb and gutter, structures, road section and paving, traffic signals, and miscellaneous construction elements. d) Perform monthly C.6 stormwater inspections for applicable active construction projects during the rainy season. e) Complete daily reports. f) Coordinate inspection work with CITY Engineering staff. 2) Furnish vehicle and equipment for the inspector(s). a) Necessary equipment includes, but may not be limited to: i) Tablet device or laptop for reviewing and marking PDF versions of the approved project plans and other project documentation. ii) All required PPE that is necessary for active construction sites. 3) Provide a fee schedule to perform the services mentioned above as requested. a) All expenses will be included in the proposed hourly rate, considering the minimum charge of four (4) hours per day. b) The proposed hourly rate shall include all labor, overhead, reporting (preparation and delivery of daily/monthly reports,) travel, equipment, insurance, and all other incidental charges. (i.e., there should be no separate hourly rate or mileage charged for inspectors travel time to and from the job site or overhead administrative time for processing timecards, invoices, etc.) The method of contractor selection has not been determined at this time.
