Ministry of Forests implements the Water Sustainability Act, including statutory decisions on authorizing groundwater use and changes in and about a stream. There is mounting pressure to license groundwater and permit gravel removal connected to the Chemainus River (the River), which has become increasingly prone to drought and flooding, giving pause to decision-making while understanding the causes behind the Rivers condition remains limited. Based on existing work, including recent studies led by Halalt First Nation in determining the geomorphic condition of the lower Chemainus River, it is suspected that determining sources and movement of sediment throughout the watershed are key to not only understanding the rivers degraded condition but also moving toward mitigation options. Ministry of Forests, in collaboration with local First Nations and local government, seeks proposals to identify sediment sources to the Chemainus River and determine watershed-specific mechanisms and thresholds of sediment mobilization. It is expected the proposal would utilize remotely sensed data, notably recently acquired Lidar and orthophotography. Additionally, given scope and data limitations, proposal deliverable(s) should be adaptive to new/improved data inputs and accessible for subsequent work (e.g., restoration planning).
