Site work for a water / sewer project in Gunnison, Colorado. Design plans call for site work for a water / sewer project.

As of October 4, 2024, this project is in the design phase. Construction is expected in Q2 of 2025. Previous solicitation listed below for reference: Scope Engineering Services: Preliminary Engineering and Feasibility Study - Develop preliminary plans for wastewater collection and water distribution systems at Whetstone in alignment with the conceptual site plan for the property. Preliminary plans should include: o Routing of distribution and collection piping o Estimated sizing o Lift station(s) location and estimated sizing - Develop preliminary plans for wastewater and water utility extensions from the Town of Crested Butte to the Whetstone property. - Define and map routing of the main's extension along Hwy. 135, including property ownership and required easements. Include surveyed plat of required easement. - Provide preliminary designs and cost estimates for any upgrades or additions to existing treatment facilities as a result of the addition of the project. - Define legal ownership and operations and maintenance responsibilities associated with the force main, water main, distribution and collection systems, property chlorination system, and any other required systems and components. - Evaluate onsite reuse options for the Whetstone property to understand if wastewater flows and water demands can be further reduced from the proposed site development. - Evaluate wastewater thermal energy recovery systems. - Evaluate the Town of Crested Buttes sump pump Disconnection Program. Provide options and suggestions for successful implementation. Estimate impacts of successful implementation of the Program in reducing influent - Conduct dynamic biological process modeling for the Town of Crested Butte's WWTP to fully understand the existing facility's ability to achieve future nutrient discharge limits, considering the seasonal fluctuations experienced in the WWTP's influent and process performance. - Assess the impact of additional solids at the WWTP. Estimate the Town's O&M costs to dispose of solids including staffing. - Verify the peak day per capita demand condition assumption of 330 gpcd from the 2018 WTP Project considering the reduction in park irrigation which as now transitioned to non-potable water. - Assess finished water storage volumes, treatment capacity, and fire flow capabilities within the Town service area. - Evaluate a water conservation program for the Town to understand if a successful conservation program could reduce peak demands within the service area. Estimate staff requirements to implement a program. - Conduct field investigations to confirm collection system manhole invert elevations to understand the capacity of the existing collection system pipeline alternatives. - Perform hydraulic modeling of the proposed connection system to confirm capacity. - Estimate future flows from vacant lots within the service area. - Confirm distribution system pipeline diameter. - Assess requirements for development property booster pump, fire flow, and chlorination system. - Develop a distribution system hydraulic model to better understand the available fire flow for the existing service area and the impact from the proposed development - Model collection and distribution system pipelines along corridor to estimate bury depth, complexity, accessibility, and costs. - Conduct geotechnical investigations to understand if trenchless construction is suitable for either option. - Assess whether the collection system infrastructure along the utility corridor needs to be a force main along the entire length or if is can transition to a gravity sewer main. Location/Environmental Considerations: The project is located high in the Colorado mountains. Temperatures regularly reach well below zero degrees in the winter and the Town and project site receive heavy snow. Field work must be scheduled to account for environmental conditions and/or arrangements must be made to remove snow and locate necessary manholes or other equipment during seasonal winter conditions. Time is of the essence for this project, respondents must provide a plan for gathering necessary information along with a schedule of activities and a list of required assistance or resources. Selection: The selection process will be based on responses to this RFP which will include a budget estimate and Project Schedule. Other considerations in the selection process include the team's experience in completing similar projects, familiarity with Colorado regulations for WWTP and water treatment facilities, proposed project approach, capacity, and current and forecasted workload. Gunnison County reserves the right to rank and select engineers; to accept or reject any or all bids, and to waive any informalities or irregularities therein and to accept the proposal(s) that in its judgment, best serves the interests of the County. .
