The City of Salinas is seeking the services of qualified material testing and laboratory professional to assist in verification of materials for various capital improvement projects including arterial and residential pavement rehabilitation and resurfacing projects, sewer line structural repairs, sidewalk improvement projects and arterial median landscape projects. Testing and inspection is to be done in accordance with applicable City Standard Plans, Greenbook Specifications, Caltrans Standards, and project Plans and Specifications. As-needed duties include, but are not limited to, the following: o Thorough familiarization of the Plans and Specifications as they apply to the material to be inspected and tested. o Field observation and compaction testing during subgrade preparation for pavement and/or concrete. Including roadway subgrade and utility trench backfill. o Field observation collection and sampling of concrete for curb, gutter, sidewalk, and median construction. o Field observation and compaction testing during all asphalt concrete paving operations. o Batch plant inspection and sampling during the asphalt concrete production phase. o Laboratory testing of applicable and appropriate materials used during all stages of construction. Including, but not limited to extraction-stability-unit weight gradation, maximum density test, and sand equivalent/gradation. o Material testing agents shall prepare and submit daily written reports with copies for City staff and the job superintendent. o Recommendations for undesirable soil condition mitigation. o Provide all necessary field documentation associated with the preparation of federal paperwork for compliance with the requirements of the Caltrans Local Assistance Procedures Manual. o At the conclusion of construction, preparation of a Final Inspection Report that details a professional opinion of the inspection and testing performed shall be submitted. This report shall detail and summarize the construction activities, conditions, and results of all tests and inspections. The consultant shall be available to meet on a monthly basis and/or as required for with the City team to present and discuss the above design concepts and to receive direction, compare construction costs with available budgets, obtain feedback and City approval. The consultant should also be available to attend City Council or Planning Commission meetings if needed. The City of Salinas Local Purchasing Preference Ordinance encourages participation of local business through the implementation of the city's local purchasing regulations. In determining the best-qualified and responsible, responsive firm, those who qualify as a local business enterprise shall receive a credit of 10% of its total points.
