Runway 11-29 Rehabilitation and Taxiway Turnarounds, Extension of Runway, Parking Lot and Entry Road Rehabilitation, PAPI Replacement, Wind Cone Replacement - Schedule I, II,III,IV-A,IV-B For furnishing all labor and materials and performing all work connected with: Schedule I: Runway 11-29 Rehabilitation and Taxiway Turnarounds; Schedule II: Extension of Runway 11; Schedule III: Parking Lot and Entry Road Rehabilitation; Schedule IV-A: PAPI Replacement; and Schedule IV-B: Wind Cone Replacement as in-dicated in the plans and spec-ifications prepared by Talbert & Bright, Inc. date September 2022. The project shall consist of fur-nishing all labor, materials, and equipment and performing all work required to satisfactorily complete the project. Items of work include pavement milling, crack cleaning and sealing, bituminous paving, pavement marking, excavation and borrow placement, site grading, drain-age pipe installation, airfield lighting and signage installation, erosion control, removal of ex-isting PAPI Systems and instal-lation of new PAPI Systems, removal of existing Wind Cone and Installation of new Wind Cone. Any subsequent addenda will only be issued directly to Construct Connect and to Talbert & Bright, Inc. registered plan holders. Each bid must be accompanied by a Bid Bond, a deposit of cash or by a certified check payable to Hyde County and drawn on some bank or trust company authorized to do business in the State of North Carolina, for an amount equal to 5% of the total base bid, as a guarantee that if the bid is accepted, the required Contract will be executed and the required Performance Bond and Payment Bond furnished within fifteen (15) days after receipt of written notice of formal award of Contract. IMPORTANT NOTICE TO BID-DERS: Each bidder for this project shall be registered as a prequalified bidder with the NCDOT at the time of bid opening. All subcontractors for the project should be reg-istered as a pre-qualified sub-contractor with the NCDOT at the beginning of the project. The proposed Contract for this project is subject to the Disadvantaged, Minority and Women Business Enterprise Program Bid Conditions con-tained in Appendix 'C1' and 'C2' and to the Federal Con-tract Provision Requirements contained in Appendix 'D' of the Contract Documents. Prospective bidders should read the instructions for pre-paring bids in Section 20 of the project specifications carefully before submitting their bids. Envelopes containing propos-als must be sealed, addressed to Jane Hodges, Hyde County Airport Manager, PO Box 188 (mailing), 1223 Main Street (physical), Swan Quarter, North Carolina 27885 and marked on the envelope as follows: "PROPOSAL FOR SCHEDULE I: RUNWAY 11- 29 REHABILITATION AND TAXIWAY TURNAROUNDS; SCHEDULE II: EXTENSION OF RUNWAY 11; SCHEDULE III: PARKING LOT AND ENTRY ROAD REHABILITATION; SCHEDULE IV-A: PAPI REPLACEMENT; SCHEDULE IV-B: WIND CONE REPLACEMENT; SPECIAL NOTE: Hyde Coun-ty, in accordance with the pro-visions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that any contract entered into pursuant to this advertisement, disadvan-taged business enterprises will be afforded full and fair opportu-nity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or na-tional origin in consideration for an award. Hyde County hereby notifies all bidders that in regard to any contract entered into pursuant to this advertisement, that the bidder shall make good faith ef-forts, as defined in Appendix A of 49 CFR Part 26, Regulations of the Office of the Secretary of Transportation, to subcontract 1.0% of the dollar value of the prime contract for Schedule I work to Minority Business En-terprises/Womens Business Enterprises (MBE/WBE); to subcontract 2.0% of the dollar value of the prime contract for Schedule II work to Minority Business Enterprises/Womens Business Enterprises (MBE/ WBE); and to subcontract 2.0% of the dollar value of the prime contract for Schedule III work to Disadvantaged Business Enterprises (DBE). Only firms certified as an MBE/WBE/DBE by the NCDOT Unified Certifi-cation Program may be applied to the goal. In the event that the bidder for this solicitation quali-fies as an MBE/WBE/DBE, the contract goal shall be deemed to have been met. Individuals who are rebuttably presumed to be socially and economically disadvantaged include wom-en, Black Americans, Hispanic Americans, Native Americans, Asian-Pacific Americans, and Asian-Indian Americans. The apparent successful competitor will be required to submit with the bid information concern-ing the MBE/WBE/DBEs that will participate in this contract. The information will include the name and address of each MBE/WBE/DBE, a description of the work to be performed by each named firm, and the dol-lar value of the contract. If the bidder fails to achieve the con-tract goal stated herein, it will be required to provide documenta-tion demonstrating that it made good faith efforts in attempting to do so. A bid that fails to meet these requirements will be con-sidered nonresponsive. All proposals shall be prepared on the basis of the Minimum Wage Rates as established by the Secretary of Labor and as included in Appendix 'D' of these specifications. It is the intent of Hyde County to award all schedules of work; however, the award of this con-tract is contingent upon the availability of Federal, State, and Local funds. Hyde County reserves the right to reject any or all proposals.
