Renovation of a water / sewer project in Silt, Colorado. Completed plans call for the renovation of a water / sewer project.

The total cost for CMAR services (Phase I and Phase II) is currently budgeted at approximately $22 to 24 million which is based on the Design Engineers AACE Class 4 Opinion of Probable Construction Cost. This figure does not include the Owners other Project costs, such as design services, professional advisory services, property or access rights, site investigations, environmental studies, certain governmental approvals, etc. The Owner may choose to fund a portion of this project through an SRF loan to provide the capital funding needed for the Project. Potential funding sources may also include, but are not limited to, grants or loans through the Department of Local Affairs (DOLA) and the sale of municipal bonds. Deadline to Submit Questions 2/23/2023 The Town of Silt (Owner) is seeking a qualified firm or team to perform Construction Manager at Risk (CMAR) services for the Silt Water Treatment Plant Improvements Project (Project). The Owner invites Proposers to submit Statements of Qualifications (SOQs) according to the requirements set forth in the Request for Qualifications (RFQ). SOQs must be fully compliant with the requirements contained within the RFQ. The SOQs will be reviewed and evaluated using a competitive, best-value selection process described in the RFQ. At completion of the evaluation process, the Owner will select a Proposer to award, or enter into negotiations for award of, the CMAR Contract. The Work to be performed includes preconstruction and construction phase services for the construction of the Project. The Project includes construction the of following: Replacement of the raw water pumps and controls. Ballasted coagulation/flocculation/sedimentation pretreatment system. Two trains with 1 mgd capacity each. Mixed media filtration system that also removes iron and manganese. Two trains with 1 mgd capacity each. Ultraviolet disinfection system. Potable water distribution pumps. Chemical feed systems (NaOH, aluminum chlorohydrate, carbon dioxide, sodium hypochlorite, polymer) A new building to house the new treatment trains and equipment. Modifications to the existing building to house the chemical storage and delivery systems. This project may receive funding from the Colorado State Revolving Loan Fund (SRF) program and bidder s attention is called to the SRF requirements included in the RFQ package. The contract includes Disadvantaged Business Enterprise (DBE) requirements and goals. Certified DBEs are encouraged to bid.
