North Carolina General Statute (N.C.G.S.) 143-132(a) requires a minimum of three competitive bids be received for formal construction and repair contracts. Three bids were not received on March 14, 2023. Should fewer than the required three bids be offered for formal projects advertised as N.C.G.S. 143-129 requires, the project may be re-advertised. The City reserves the right to waive any informalities in the bidding and to reject any or all proposals. Bidders are hereby notified that they must be properly licensed as required by Chapter 87 of the North Carolina General Statutes. Compliance with the City/County Utility Commission's Minority and Women Business Enterprise program is required on this project. Please refer to the Special Instructions to Bidders contained in the Bidding Documents. The subcontracting goals are: 5% MBE, 5% WBE.
