RFP Design - Boiling Springs Multimodal Design Project - 5000421

Site work and paving for a mixed-use development in Boiling Springs, Pennsylvania. Conceptual plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; sidewalk / parking lot; and water / sewer project.

The work indicated will be partially funded via a Multimodal Transportation Fund Grant Agreement (MTF) from the Commonwealth of Pennsylvania acting through the Commonwealth Financing Authority. The bidding process, contract, and conduct of the work must meet the requirements of the MTF grant agreement, which has been entered into by the South Middleton Township, and the Commonwealth of Pennsylvania. The agreement obligates the South Middleton Township to certain compliance requirements. If said compliance requirements are not followed, funding for the project will be at risk. In addition, the work will be partially funded by with a grant funds from Cumberland County. Bidder's attention is directed to the Technical Specifications Section of the bid package, which contains the MTF Grant Contract and related Additional Special Provisions as an attachment, and the Cumberland County Grant Funding Agreement. These documents outline the specific requirements of the MTF and county program. Submission of a bid for this Project will be considered the Contractors acknowledgement of these requirements and commitment to adhere to the same. The Project includes construction of a new sidewalk with ADA upgrades tied into the existing sidewalk along West First Street, new poles and mast arms with signal and sign upgrades at various intersections, and stormwater improvements. The bid shall include furnishing all labor, materials, supervision, and services associated with Boiling Springs Multimodal Design Project. CLARIFICATION DEADLINE 3/21/2023 5:00 PM Each bid shall be accompanied by a bidder's bond; a certified check, or cashier's check, in favor of South Middleton Township, in the amount of not less than 10% of the total amount of the bid. The successful bidder shall furnish and pay a Performance Bond, and a Labor & Material Payment Bond equal to one hundred percent (100%) of the contract price, on bond forms provided by South Middleton Township. All bidders must be PennDOT pre-qualified as either a prime or a sub-contractor to submit a bid and must complete a non-collusion affidavit. This contract is in accordance with the Pennsylvania Prevailing Wage Act, and the successful bidder shall pay no less than the Wage Rates determined for the project as stated in the Contract documents. Bids will have a tentative award date of April 12th, 2023. Award of the Contract, if the contract is awarded, will be to the lowest responsible bidder, as determined by South Middleton Township. The South Middleton Township reserves the right to reject any and or all bids on any basis and to waive any defects, errors, omissions, irregularities, or informalities in the bidding, as permitted by law, and to accept any Bid which it may deem to be for or in the best interest of the South Middleton Township in its sole and absolute discretion. No bidder may withdraw a bid after the actual date of the opening thereof. The method of Contractor Selection has not been Determined at this time
