Base Bid Pavement Maintenance on various roads throughout the Borough including the following approximate quantities: 16,700 S.Y. of 3.5 +/- Rotomilling and Profiling, 850 S.Y. of Soft Spot Repair, 2,200 TONS of 2 of 19 mm Superpave Binder (0-0.3 ESAL s), 16,700 S.Y. of 1.5" 9.5 mm Fine Grade Superpave Wearing Course (0-0.3 ESAL s), 250 L.F. of Concrete Curb Replacement, 7,200 L.F. of Bituminous Wedge Curb Replacement, 2 EA. Replace Frame, Grate, and Hood, 5 EA. of Rebuilding Inlets, Traffic Control, Resident Notification, and Restoration. Add Alternate No. 1 Raintree Drive Pavement Maintenance on Raintree Drive, including the following approximate quantities: 3,500 S.Y. of 3.5 +/- Rotomilling and Profiling, 170 S.Y. of Soft Spot Repair, 390 TONS of 2 of 19 mm Superpave Binder (0-0.3 ESAL s), 3,500 S.Y. of 1.5" 9.5 mm Fine Grade Superpave Wearing Course (0-0.3 ESAL s), 100 L.F. of Concrete Curb Replacement, Traffic Control, Resident Notification and Restoration. Bids will only be considered from Bidders that are pre-qualified in Whitehall Borough to perform paving work. Bidders that are not pre-qualified to date in Whitehall Borough should contact the Borough Manager for the requirements. All potential Bidders that submit pre-qualification packages to the Borough for review will be alerted of their status by Thursday, March 23, 2023, by 4:00 p.m. Bids will only be considered from Bidders that are pre-qualified in Whitehall Borough for the listed work classification. All Bidders shall be PennDOT pre-qualified as a prime contractor and meet the work classification codes of E, F, and F1 and submit their PennDOT Pre-Qualification Certificates with the Proposal in order for the Proposal to be considered responsive. Pennsylvania Prevailing Wages are required to be paid on this Project. Performance and Labor and Material Payment Bonds, along with Public Liability and Property Damage Certificates of Insurance in the amounts specified, as well as Certificates of Workman's Compensation must be filed with the executed Agreement. The Proposals must be made to Whitehall Borough, Allegheny County, Pennsylvania, and shall remain firm for a period of sixty (60) days. No Bidder may withdraw his Proposal during the sixty (60) day period without forfeiting their Proposal guarantee. Proposals to receive consideration must be accompanied by a Certified Check or Bid Bond from a Surety authorized to do business in Pennsylvania, made to the order of Whitehall Borough in an amount equal to ten (10%) percent of the total amount of the Proposal as a guarantee that, if the Proposal is accepted, the successful Bidder will enter into an Agreement within fifteen (15) days after Notice of the Award of the Contract. The Borough reserves the right to reject any and all Bids, or any part thereof, for any reason, and also reserves the right to waive any informality therein. Bidders are advised that Whitehall Borough will award the contract to the lowest responsible, responsive, and Whitehall Borough Pre-qualified Bidder for the listed work category based on the total bid submitted. However, Bidders are advised that Whitehall Borough expressly reserves the right to reject all bids, and specifically reserves the right to award to the lowest responsible, responsive, and Whitehall Borough Pre-qualified Bidder a contract for all or any portions of the work listed in the Proposal, and in awarding a contract for less than the total work listed, or less than all portions of the work listed, the contract price will be determined from the total quantities for each item listed and the unit price bid for each item listed. An additional charge of ten ($10.00) dollars will be required to mail Contract Documents to prospective Bidders.
