In accordance with FAR Subpart 36.204, the magnitude of construction is estimated (a) Between $ 00.00- $ 200,000.00 Type of Contract: Firm-Fixed Price Construction. No legal liability on the part of the government for any payment may arise for performance under this contract beyond the amount that has been authorized through issuance of written contracts. All the requirements specified in the solicitation are mandatory. By your proposal submission you are representing that your firm will perform all the requirements specified in the RFP. A written technical proposal shall be submitted addressing the evaluation factors contained within the RFP. All of the evaluation criteria must be met in order for the proposal to be considered responsive. A non-responsive submittal will not undergo further review once it is deemed non-responsive and will be eliminated from consideration. Evaluation Factors: 1. Did the contractor include a narrative response that explains how the work will be accomplished Written narrative is required to be considered responsive. Did the contractor identify key personnel 3. Did the contractor include two (2) past performance records from US Government projects of similar scope that were successfully completed within five (5) years from the date of their respective proposal's submission These past performance evaluations are required to be considered responsive. Evaluation will be based on Strengths or Weakness to determine technically acceptable. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. The contractor shall provide all labor, tools, equipment, materials and supervision required to remove existing degraded asphalt parking pads and replace with 6" of concrete to the same dimensions at multiple parking sites throughout the Cades Cove Campground. Contractor Responsibilities: o Saw cut existing asphalt pad at the roadway edge to provide a smooth transition and prevent damage to the roadway. o Remove asphalt overlay and haul to the nearest asphalt plant for recycling. o Reuse/Regrade existing base stone in preparation for concrete. o Provide all forming materials for parking pads, parking pads range in size from 14' x 45' to 12' x 36', all to be at a 6" depth (+ or - a 1/2 "). o Construct Forms that provide for drainage with no more than a 2% cross slope. o Provide concrete to the following specifications: 4000 psi, fiber mesh reinforced, Federal Standard 595C Color 26081 (dark gray), accelerator or retarder as need. o Expansion joints or saw cuts every 20'. o Place concrete to NPS Standards o Float and "broom" finish concrete o Once concrete has set, remove all forming material without damage to concrete, fill in and level around concrete pad to prevent tripping hazards. o Return site to a "ready to use" condition.
