The City of Edwardsville, Illinois is in search of an experienced planning firm to create a new Comprehensive Plan. While there are existing documents that should be used to inform this process. The selected consultant should be able to bring their expertise to guide the creation of a fresh plan on behalf of the city and its residents. Existing documents and resources are available to help inform this process, but the consultant should expect to receive guidance from the public, stakeholders, and the City's Comprehensive Plan Steering Committee. The completed plan shall serve as a guiding document to inform City decisions on known planning trends and unforeseen challenges. It is expected that the selected consultant will be able to demonstrate success in City-wide planning, robust public engagement, and delivering clear and actionable recommendations. Review and analyze the current Comprehensive Plan and all associated items including maps, reports, and other guiding documents. Prepare a new Comprehensive Plan. Lead discussions with the Comprehensive Plan Steering Committee. Develop options and make a recommendation regarding public engagement and participation. Organize and lead public engagement process and summarize output Develop Comprehensive Plan goals and objectives and implementation strategies based on technical. data and public and stakeholder input. Develop strategies to promote connectivity between developments and community infrastructure. Design a draft comprehensive plan for internal review and input. Analyze the new goals listed in the new comprehensive plan and compare with City Code. Provide recommendations on future Code changes, if necessary. Design a final comprehensive plan document to be made available on the city website. The plan must be viewable as a webpage on the City's website.
