As of December 9, 2024, project began in 2024 and is expected to be completed at the end of 2028. The City of Rock Island is seeking qualifications from qualified providers for the development and project oversight of installing either an automated meter reading (drive by, or AMR) system, automated meter infrastructure (fixed network, or AMI), as well as pricing and installation options on residential water meters (up to 14,500). The City of Rock Island last had a major residential water meter change out between 1998-2000. In the following years, water meters were replaced as needed, and repaired as needed, until 2014, when low lead requirements shifted the need to repair older meters, to replacing them. Currently 300-400 meters get replaced annually, due to registering issues, wiring issues, etc. Qualifications received after this date and time will not be considered. Each proposal will be reviewed and judged against the evaluation criteria listed below: 1) Experience of the consulting firm and experience with projects of this type 2) Comprehensive knowledge, understanding, creativity, and application of the appropriate products, techniques, and standards used for the design and construction of similar projects. 3) Fees for services 4) Projected time and schedule to complete the project. After reviewing the provider's qualifications, the project steering committee will make its selection based upon the evaluation criteria. Providers may be asked to participate in an interview, at the firm's own expense, with the project steering committee. The provider's staff member(s) responsible for the completion of these projects is/are required to attend the interview.
