The Town of Orleans, acting through its Town Administrator, invites proposals from qualified designers, as defined in Chapter 7C, Section 58 of the General Laws of Massachusetts, to undertake a comprehensive evaluation of the Town Hall with the goal of providing a formalized plan to implement safety and security upgrades. The study's main goal is to plan for a phased implementation of electronic systems and potential architectural modifications to enhance the existing facility. The study will conclude with a recommendation of tasks and cost estimates for continued design services and construction. A Designer Selection Committee will make a qualifications-based recommendation for award by May 5, 2023. It is anticipated that contract negotiations will be completed by May 19, 2023. All work must be completed by August 18, 2023. The total fee shall be negotiated, with the maximum cost for this phase of work not to exceed $20,000. In accordance with MGL Chapter 7C, Section 51 the successful designer of this phase of work may be eligible to continue with the development of final construction documents and contract administration services. The Town Administrator reserves the right to accept and/or reject any and all proposals and waive any informality in procurement procedures to the extent allowed by law and make the award as may be deemed to be in the best interest of the Town. The Method of Contractor Selection has not been determined at this Time.
