W9128A23Z0009,W9128A-24-Z-0003 This announcement constitutes a Pre-Solicitation notice (synopsis) in accordance with FAR Subpart 5.2. The U.S. Army Corps of Engineers, Honolulu District hereby announces its intent to issue a solicitation entitled, "Command and Control Facility Complex, Phase 3 Parking Structure, Fort Shafter, Oahu, Hawaii" as described within this announcement. This project is a Design-Bid-Build solicitation, utilizing Lowest Price Technically Acceptable (LPTA) procedures in accordance with FAR Part 15. The Government intends to solicit this requirement as an unrestricted procurement. The North American Industry Classification code (NAICS) for this requirement is 236220. The Small Business size standard for this NAICS code is $45,000,000 annual average revenue. The Government intends to award a firm-fixed-price construction contract as a result of this solicitation. Interested Offerors should register as a Vendor in Procurement Integrated Enterprise Environment (PIEE) in order to participate in the upcoming solicitation once issued. Project Description: Construct a multi-storied concrete structure next to an existing waterway and separate surface parking lots for approximately 1,000 parking spots for the Command and Control Facility Complex located on Fort Shafter, Oahu, Hawaii. Work will consist of constructing a new Road; site and streambank stabilization; up to five stories plus a roof level for the concrete Parking Garage and two surface Parking Lots; as well as necessary site, and utilities infrastructure work; in accordance with the drawings and specifications, for the C2F. Offerors will be invited to submit a proposal subject to Project Labor Agreement (PLA) requirements (a PLA proposal), a proposal not subject to PLA requirements, or both. If a PLA proposal is accepted by USACE, the awardee shall be required to execute a PLA with one or more appropriate labor organizations for the term of the resulting Contract. The estimated period of performance is 700 calendar days. The Government anticipates the acquisition will be lowest priced technically acceptable. Project magnitude is between $50,000,000 to $100,000,000. It is the Offeror's responsibility to check for any posted changes to the solicitation. Solicitation documents will not be issued on compact disc (CD) unless the Government determines that it is necessary. Offerors must have and/or maintain an active registration with the System Award Management (SAM) website. To register in SAM, got to https://www.sam.gov. All Offerors are encouraged to visit https://www.sam.gov website to view other business opportunities. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
