The City of Lake Saint Louis is seeking professional services to provide landscape architecture services on an as-needed basis for the City. The initial term of the contract resulting from this solicitation will be two (2) years. The City reserves the right to renew the contract for three (3) additional terms of one (1) year each, contingent upon the Consultant's satisfactory performance. BACKGROUND AND SCOPE The City of Lake Saint Louis requires Landscape Architectural services for Park Development; Services may include, but are not limited to, park master planning, new construction, alteration, and renovation projects. Elements may include recommendations, evaluation, study, public engagement, planning, accessibility, conceptual plans, cost estimations, phasing, construction documents and engineering services. Recent experience in design and preparation of construction documents for active and passive parks, and recreation facilities including but not limited to natural turf athletic fields and ball diamonds, sports courts, playgrounds, ice rinks and related facilities, trails and paths, plazas and gathering spaces, small park structures (pavilions/comfort stations) and storage buildings is sought. Experience in the preparation of stormwater management plans, grading/erosion and sediment control is also required. Selected consultants should anticipate attending public hearings and meetings with the community and city staff. Certain tasks may require architectural, structural, geotechnical, MEP engineering, and land surveying. Primary firms may utilize sub-contractors/consultants with prior approval of the City. The selection committee is expected to award contract within 30 days from the date the Request for Qualifications are due. The City reserves the right to reject any or all Request for Qualifications. The City will not be liable for any cost which any Contractor may incur in connection with the preparation or presentation of its submittal or demonstrations. No firm is guaranteed any amount of work. The City reserves the right, in its sole discretion, to award jobs on a case-by-case basis. 1) References 2) Qualifications and related experience on similar projects. Key personnel must have at least five years' experience in appropriate disciplines and must demonstrate those capabilities. Experience with the firm is preferred; however, previous experience may be considered. The firm must provide technical and managerial qualifications and experience for all key personnel. Include any sub-consultants/contractors. A brief explanation describing the project responsibility of each team member must be provided as well as showing knowledge of industry trends and standards. 3) Project Examples Project examples shall be recent (within the last five years) and demonstrate completion of project design like the scope outlined. Prime consultants shall submit at least 5 of their own project examples. 4) Ability to Manage and Complete Projects An assessment of past experience of the firm in general will be made. The qualities and indicators that will receive consideration include the number and types of projects the firm has completed; the variety of projects completed and a demonstration of the firm's ability to undertake this project; the general level of experience in the areas of supervision, quality control, observing and monitoring projects; the firms ability to realize timetables and quality control objectives; the ability to manage sub-consultants/contractors; accurate cost estimations; and the demonstrated general ability to bring about a successful completion of the projects under the firm's direction. 5) Firms Availability and Response The application of this criteria should include an assessment of existing or "usual" workload and the ability to provide on call services of varying sizes and difficulties. This includes perceived response time and general availability of the firms' personnel to ensure quick and accurate responses to questions and developing project outlines in a timely manner. 6) Insurance The selected Consultant must be able to procure and maintain during the life of this agreement insurance and workers compensation in the amounts of 1 million per occurrence and 3 million general aggregate. (The successful Consultant must provide a Certificate of Insurance and Endorsement satisfactory to the City naming the City of Lake Saint Louis as additional insured. This certificate shall remain in force for the length of the contract and extensions. The City shall be given (30) days written notice prior to cancellation.) IV. SELECTION PROCESS A team of City officials will evaluate the qualifications. If deemed necessary, a short list of firms will be notified for follow-up interviews. The recommendation of the selection committee will be subject to a successful contract negotiation, followed by approval by the Board of Aldermen. If an agreement cannot be reached, the City reserves the right to negotiate with other qualified firms. If deemed necessary to help establish a fair and responsible cost for services, the City may request copies, (from the "selected" firm), of the past six landscape architecture contracts for which that firm performed services. Any objections to this must be clarified in your response to this RFQ. V. INDEMNIFICATION The selected Consultant shall indemnify and hold harmless the City against injury, loss or damage and costs and expenses (including reasonable attorney fees) suffered or incurred by the City for personal injuries including death, or property damages sustained, caused by negligent or willful acts, errors or omissions of the selected Consultant, any subcontractors of the selected Design Consultants and their respective agents, employees or contractors arising out of the Work of this Contract
