Site work and paving for a road / highway in Willow Springs, Illinois. Completed plans call for site work for a road / highway; and for paving for a road / highway.
Tenders are invited to provide all necessary labor, supervision, materials, tools, equipment, and appurtenances, including transportation, to rehabilitate approximately 268,440 square yards of asphalt located at the Lawndale Avenue Solids Management Area(LASMA) in Willow Springs, IL over an approximate two-year period. The Contract is divided, for purposes of bidding, into six (6) Items. Bidders must submit bids for all six (6) Items or the bid will be rejected as non-responsive. The District intends to award one (1) Contract to one (1) Bidder for all the work to be performed under the Contract. Funding of all Contract items is subject to the Board of Commissioners' approval of the District's budget for all years under this Contract. Each Proposal must be accompanied by a bid deposit in the form of a bid bond. The bid deposit for this Contract is $405,000.00. The District assumes no liability or responsibility for the failure or inability of any Bidder to successfully download any and all contract documents, including but not limited to specifications, proposal forms and/or plans, as a result of any type of technological computer and/or software system failure or breakdown that restricts, prohibits or prevents successful downloading of any and all District contract documents by the Bidder, whether caused by the District or other parties, directly or indirectly. The District will only respond to questions received online up to ONE (1) WEEK prior to the bid opening date of the bidding documents. The District will not respond to questions received after this date. The District does not guarantee the timeliness of responses provided online, nor does the District guarantee that such responses will be provided in adequate time to affect the submission of bids. The District shall provide responses online ONLY if the responses do not interpret or otherwise change the bidding documents. The District's responses online are NOT official responses and, therefore, are not binding to the bidding documents. Any official interpretation or change to the bidding documents will be made only by addenda duly issued to all plan holders on record by the Director of Procurement and Materials Management. Failure on the part of the prospective Bidder to receive a written interpretation prior to the time of the opening of bids will not be grounds for withdrawal of proposal. Bidders on Contracts in excess of Ten Thousand Dollars ($10,000.00) will be required to comply with the President's Executive Order No. 11246 as amended to date, regarding NONDISCRIMATION IN EMPLOYMENT. The requirements for Bidders and Contractors under this order are explained in Appendix C of the Contract Documents. The provisions of Appendix C also apply to each Subcontractor on the Contract in excess of Ten Thousand Dollars ($10,000.00). Each Bidder must submit with their bid package an original or facsimile copy of the MBE/WBE Subcontractor's Letter of Intent, page UP-6 for each subcontractor listed on their MBE/WBE Utilization Plan. The submitted MBE/WBE Subcontractor's Letter of Intent must be completed and signed by the subcontractor and accompanied with a copy of the subcontractor's current Letter of Certification from a state, local government or agency or documentation demonstrating that the subcontractor is a MBE or WBE within the meaning of the Affirmative Action Ordinance, Revised Appendix D. Failure to submit the MBE/WBE Utilization Plan signed by the Bidder at the time of the bid opening and the MBE/WBE Subcontractor's Letter of Intent signed by each MBE and WBE will be viewed as non-responsive and the bid will be rejected. The work under this Contract is classified as "Road Construction" for the Minority-owned Business Enterprises (MBE) and Women-owned Business Enterprises (WBE) Utilization goals contained in the Affirmative Action Ordinance Revised Appendix D. The associated goals are 20% Minority-owned Business Enterprises (MBE), 10% Women-owned Business Enterprises (WBE), and 3% Veterans Business Enterprises (VBE). Mr. Podgorny will provide online responses to online inquiries. Bidders should read page R-2, paragraph 6, in regard to questions on this Contract. All Contracts for the Construction of Public Works are subject to the Illinois Prevailing Wage Act (820 ILCS 130/1 et. seq.). The Metropolitan Water Reclamation District of Greater Chicago reserves the right to reject any or all Proposals. The estimated cost of the work under this Contract is $8,100,000.00. ITEM 1 - PAVEMENT REHABILITATION OF DRYING CELL #2 SCOPE OF WORK Approximately 64,736 Square Yards of four-inch (4") asphalt pavement will be removed and replaced with two inches (2") of HMA BC IL-19.0 N50 and two inches (2") of HMA SC "D" N50. ITEM 2 - PAVEMENT REHABILITATION OF DRYING CELL #3 SCOPE OF WORK Approximately 64,736 Square Yards of four-inch (4") asphalt pavement will be removed and replaced with two inches (2") of HMA BC IL-19.0 N50 and two inches (2") of HMA SC "D" N50. ITEM 3 - PAVEMENT REHABILITATION OF DRYING CELL #4 SCOPE OF WORK Approximately 64,233 Square Yards of four-inch (4") asphalt pavement will be removed and replaced with two inches (2") of HMA BC IL-19.0 N50 and two inches (2") of HMA SC "D" N50.ITEM 4 - PAVEMENT REHABILITATION OF DRYING CELL #5 SCOPE OF WORK Approximately 74,345 Square Yards of four-inch (4") asphalt pavement will be removed and replaced with two inches (2") of HMA BC IL-19.0 N50 and two inches (2") of HMA SC "D" N50. ITEM 5 - FULL DEPTH PATCHING BELOW PAVEMENT(EXCEDING 6" DEPTH) SCOPE OF WORK If after removing four inches (4") of asphalt pavement, the remaining pavement is compromised, approximately 13,422 Square Yards of compromised asphalt pavement will be removed down to granular base. The granular base will be inspected, and any failures/voids will be replaced with CA-6 stone compacted to 95% relative density, restoring the granular base to a minimum depth of fifteen inches (15"). Two inches (2") of HMA BC IL-19.0 N50 will be installed to bring surface level with remaining binder coarse. Visible cracks of one-half inch (1/2") or greater in the milled surface shall be filled with crack sealer at the request of the RE prior to paving if the remaining pavement is not being fully removed. ITEM 6 - PAVEMENT REHABILITATION AROUND THE MAIN SCALE AND MARATHON DRYING SITE SCOPE OF WORK Approximately 390 Square Yards of six-inch (6") asphalt pavement will be removed and replaced with four inches (4") of HMA BC IL19.0 N50 followed by two inches (2") of HMA SC "D" N50. ALLOWANCE ITEM A: FULL DEPTH PATCHING WITH UNDERDRAIN REPAIRS SCOPE OF WORK If underdrain or utilities are damaged, either pre-existing or during full depth repairs under Item 5, and repairs are needed as determined by the Engineer, the Contractor shall expose the damaged area and prepare a report including an estimate for repairs according to existing typical design before proceeding with paving. The report shall detail the As-Found condition with any recommended repairs. The Contractor shall also provide prices associated with any repairs. Contractor shall expedite the evaluation report so that any repairs can be completed without adversely impacting the paving schedule. The Engineer will determine what repairs, if any, are necessary, and such repairs will be paid for out of Allowance Item A of the Contract. The worksite is located at the Lawndale Avenue Solids Management Area (LASMA)at 7601 S. LaGrange Rd, Willow Springs, IL.
