Site work, new construction and renovation of a water / sewer project in Davis, Oklahoma. Completed plans call for the construction of a water / sewer project; for the renovation of a water / sewer project; and for site work for a water / sewer project.

The Project consists of improvements that include construction of a new influent lift station, screening structure, grit removal structure, aeration-clarification-digestion structure, UV disinfection structure, and new operations building, in addition to other ancillary site improvements. Only those Bids submitted by Bidders determined by the Owner to be qualified will be considered. Bids received from Bidders who are not prequalified will be returned. Davis Bacon Act wage rules shall apply. All laborers and mechanics employed by contractors and subcontractors on projects funded directly by or assisted in whole or in part by and through the Federal Government shall be paid wages at rates not less than those prevailing on projects of a character similar in the locality as determined by the Secretary of Labor in accordance with subchapter IV of Chapter 31 of Title 40, United States Code. The Department of Labor provides all pertinent information related to compliance with labor standards, including prevailing wage rates and instructions for reporting. Bids shall be accompanied by a cashier's or certified check upon a national or state bank in an amount of five percent (5%) of the total maximum bid price payable without recourse to the Owner, or a bid bond in the same amount from a reliable surety company, as a guarantee that the Bidder will enter into a contract and execute performance and payment bonds within fifteen (15) days after notice of award of Contract to him. Such bid guarantee shall be made payable to CITY OF DAVIS. The successful bidder must furnish a performance, payment, and maintenance bond upon the form provided in the amount of one hundred per cent (100%) of the contract price from an approved surety company holding a permit from the State of Oklahoma to act as surety, or other surety or sureties acceptable to the Owner. Bids must remain in effect for 60 days after the bid opening date. Within 60 days from the bid date, the Owner may award the contract to the lowest responsive, responsible bidder or reject any or all bids for the project. The CITY OF DAVIS reserves the right to reject any or all bids, to waive irregularities in the bids and bidding deemed to be in the best interests of the CITY OF DAVIS, and to reject nonconforming, nonresponsive, or conditional bids. SCOPE OF WORK The Contractor shall engage the services of a Control System Specialist, who shall furnish all materials, equipment, labor, and services to achieve a fully functional process control system for this project, except for those services specifically excluded herein to be provided by an Application Engineer. All questions about the meaning or intent of the Bidding Documents are to be submitted to Engineer in writing. Interpretations or clarifications considered necessary by Engineer in response to such questions will be issued by Addenda delivered to all parties recorded as having received the Bidding Documents.
