This solicitation issued by the Clark County Public Transportation Benefit Area (dba C-TRAN) is requesting proposals from firms interested in providing Fire Alarm and Services Testing for C-TRAN locations. This Request for Proposals (RFP) outlines a description of the services sought and the required documents interested proposers will be expected to submit. Any responses received after the deadline will not be considered. Questions Due March 15, 2023 Evaluation Meeting Week of April 17, 2023 Interviews (if required) Week of April 24, 2023 Best and Final Offer Due (if needed) Week of May 1, 2023 Board Approval May 9, 2023 Contract Protest Period Ends May 16, 2023 Notice to Proceed May 17, 2023 C-TRAN Locations Tests may be performed at the following locations: o Operations and Maintenance-2425 NE 65th Avenue, Vancouver WA, 98661: Approximately 30,000 square feet of vehicle repair shop. Approximately 12,000 square feet of office space. o Facilities-6714 East 18th Street, Vancouver, WA 98661: In design stage-Approximately 18,000 square feet of office space. Approximately 7,200 square feet of mixed use office and faculties hop. o Administration Building-10600 NE 51st Circle, Vancouver, WA 98682: Approximately 41,000 square feet of office space. o Evergreen Transit Center-13601 NE 18th Street, Vancouver, WA 98664: Approximately 1,000 square foot passenger waiting area. o Fisher's Landing Transit Center-3510 SE 164th Avenue, Vancouver, WA 98683: Approximately 4,000 square feet of operators lounge, public meeting room, and restrooms. o Vancouver Mall Transit Center-8600 NE Vancouver Mall Drive, Vancouver, WA 98662: Approximately 1,500 square foot Operators Lounge. o Mill Plain Transit Center-601 SE 184TH Ave, Vancouver, WA 98683 o 99th Street Transit Center-9700 NE 7th Avenue, Vancouver WA 98665: Approximately 1,500 square foot operator lounge. o Salmon Creek Park and Ride-1112 NE 136th Street, Vancouver, WA 98685: 250 square foot employee restroom. C-TRAN will not reimburse Proposers for any costs involved in the preparation and submission of responses to this RFP or in the preparation for and attendance at subsequent interviews or demonstrations. Furthermore, this RFP does not obligate C-TRAN to accept or contract for any expressed or implied services All communication concerning a protest shall be in writing and will be open for public inspection. Copies of C-TRANs protest procedures may be requested from Procurement at: procurement@c-tran.org Proposals must be submitted as one (1) full document. The uploaded document must be labeled as follows: [Firm Name]2023-07 Proposal In the event that a mistake is made or a document must be replaced, the firms shall upload the entire response and name it: [Firm Name] 2023-07 Revised Proposal C-TRAN reserves the right to make any changes in the RFP as deemed appropriate. Any and all changes shall be made by written Addendum, which shall be issued by C-TRAN and posted to our website. It is the sole responsibility of the Contractor to learn of Addenda, if any. Such information may be obtained from C-TRAN'S Procurement Bid and Opportunities page electronically The proposal shall be considered current and a valid offer to undertake the work, subject to successful negotiation of a contract, for a period of at least 90 days and shall contain a statement in the proposal's Letter of Transmittal to that effect. Contractor shall be experienced in the field of Fire Suppression and Testing Services with a minimum of three (3) years of prior experience on equivalent or more complex fire suppression systems. The intital base term of the contract is two (2) years with C-TRAN's option to extend the contract for three (3), one (1) year optional renewals
