the Owner shall evaluate them in accordance with the methods and criteria set forth in the Instructions to Bidders. The Owner reserves the right to waive any informality or to reject any or all Bids. Unless all Bids are rejected, Award will be made to the lowest responsible Bidder, taking into consideration quality, performance and the time specified in the proposals for the performance of the Contract. Bidders will be required to show evidence that they are licensed to perform the work in the Bidding Documents as required by North Carolina General Statute, Chapter 87 and the Instructions to Bidders. Owner is an Equal Opportunity Employer and does not discriminate. Small, minority and woman businesses and labor surplus area firms are encouraged to submit bids. The Project consists of the replacement of existing stormwater transmission mains and the construction of a Contech Stormfilter (or similar) SCM on a 0.13 acre parcel to mitigate and treat localized flooding within the watershed.
