Site work and paving for a mixed-use development in Aberdeen, Washington. Conceptual plans call for site work for a bridge / tunnel; sidewalk / parking lot; for paving for a bridge / tunnel; and sidewalk / parking lot.

The City of Aberdeen is soliciting statements of qualifications (SOQs) from qualified firms to provide project management and engineering services for the North Aberdeen Bridge Replacement Project. The scope of services is anticipated to include project management, survey, pre-design report, public outreach, geotechnical analysis and design, bridge structure design, stormwater design, transportation design, environmental documentation (including NEPA/SEPA documentation), preliminary ROW activities, ROW, and construction management as part of a Federally funded project to replace the North Aberdeen Bridge (Bridge Number ABERDEEN2, SID Number 08526400). The budget for the PE Phase of the project is $3,150,000. SOQs shall be received by the City no later than the submittal deadline listed above. It is the responsibility of firms to ensure that SOQs are received by the City ontime. The existing 304-ft long bridge structure carries two 12-ft lanes of traffic and a 5-wide concrete sidewalk. The new bridge will carry 2 lanes of traffic and have a shared use path on the west side of structure to accommodate pedestrians and bicycles. The new bridge will not increase the area of pollution generating impervious surface. Specific tasks will include but are not limited to: PRELIMINARY ENGINEERING (PE) PHASE 1. Administration - Perform project management including scheduling, planning, quality control, coordination meetings, and invoice review. 2. Surveying - Develop base map showing right-of-way lines, surface features, underwater features, structures, and above & below-grade utilities. 3. Pre-Design Report - Identify important project design decisions, deviations, permitting requirements, and analysis of options for replacement, repair, and relocation of the bridge. 4. Public Outreach - Deploy early community engagement to encourage public input and participation (i.e., websites, open houses, council meetings, press releases, etc.). Work to specifically include outreach regarding options related to the preservation and/or memorialization of a local community icon, Kurt Cobain. 5. Preliminary Design - Develop preliminary design for coordination and review with City. 6. Geotechnical Design - Develop a geotechnical design for the structure foundation. 7. Structural Design - Develop a design for the bridge structure. 8. Stormwater Design - Perform stormwater calculations and deliver stormwater report. 9. Environmental Engineering - Complete the NEPA/SEPA process and obtain all required permits from local, state, and federal jurisdictions necessary to initiate the work. 10. PS&E - Develop Plans, Specifications, and Estimates for City review and deliver final 100% construction package. 11. Preliminary Right-of-way (Pre-ROW) - Identify right-of-way needs based on preliminary design and provide data, figures, next steps, and scoping estimate.
