Site work and paving for a civil project in Plymouth, Pennsylvania. Completed plans call for site work for a road / highway; for paving for a road / highway; bridge / tunnel; and water / sewer project.

A timeline for award has not yet been established.** Sealed Bids for the construction of the Following Work: The scope of work covered by these specifications includes, but is not limited to, the furnishing of all labor, supervision, materials, and equipment to accomplish the modification of existing storm chamber to install a slide gate to isolate the chamber on Beade Street from the culvert which discharges to the Susquehanna River through the Levee. This includes, but is not limited to, excavation, backfill, compaction, pavement removal and replacement, concrete curb removal and replacement, test pits and associated coring of existing structure, support of structures to remain, demolition and removal of concrete, extension of concrete structure walls, new concrete cap, installation of hatch in new cap, provide and install control gate, gate controls, electric service connection, erosion and sedimentation controls, maintenance and protection of traffic, roadway and lawn restoration, dewatering, and all associated work required to accomplish the above. All WORK must be completed within 180 consecutive calendar days after the commencement date stated in the Notice to Proceed. Addenda, if any will be issued to all Bidders whom have their name on file with the Engineer, during the normal bidding period; in compliance with the Contract Documents. Proposal must be submitted on the Forms provided in the Contract Documents, must be signed and sealed by the Bidder. All Proposals are irrevocable for a period of ninety (90) days and must be accompanied by a Bid Bond with corporate surety in the amount of not less than ten (10) percent of the sum of the total Bid, and payable to Plymouth Borough, Luzerne County, as a guarantee that the Bidder, if its Bid is accepted, will promptly execute the Contract Agreement. A Bid shall not be considered unless one (1) form of Bidders security is enclosed with it. The Bid Bond shall also be irrevocable for a period of one hundred twenty (120) days from the date of the Bid opening. At the option of the Bidder, the Bid Bond may be a certified check, bank draft, United States Government Bond (at per value) or a Bid Bond on the form provided in the Contract Documents. Bids by corporations not incorporated in the Commonwealth of Pennsylvania must be accompanied by proper certificate evidencing that such corporation is authorized to do business in the Commonwealth of Pennsylvania. The Bidder shall guarantee the Total Bid Price for a period of ninety (90) consecutive calendar days from the date of Bid opening. These times may be extended by the mutual consent of the apparent successful Bidder and the Borough of Plymouth. The Borough of Plymouth will hold the three (3) lowest responsive, responsible bids for a period of 90 consecutive calendar days after the date of the bid opening for the purpose of reviewing the bids and evaluating the qualifications of the bidders, prior to awarding any contract, unless previously stated. This project is subject to the provisions of the "Steel Products Procurement Act" of March 3, 1978. All of the construction work associated with the project will be subject to the Pennsylvania Prevailing Wage Act, as determined by the Pennsylvania Department of Labor and Industry. Bidders must comply with all applicable federal, state, and local laws and regulations dealing with bidding and procurement. The successful Bidder shall not discriminate against any employee or against any person seeking, employment because of race, color, handicap, national origin, age or sex. The contract document will contain the Commonwealth of Pennsylvania official nondiscrimination clause. The successful Bidder shall comply with Executive Order 11246 of September 24, 1964 and 11275 including all certifications. All communications relative to this project prior to opening of the Bids shall be directed to the ENGINEER. All questions shall be in writing and transmitted to the ENGINEER. No oral interpretation will be made to any Bidder as to the meaning ofthe Contract Documents or any part thereof. Every request for such an interpretation shall be made in writing to the Engineer and Local Public Agency. Any inquiry received after 3:00 P.M May 1, 2023 will not be considered. Every interpretation made to a Bidder will be in the form of an Addendum to the Contract Documents, and when issued, will be on file in the office ofthe Local Public Agency. In addition, all Addenda will be emailed to each person holding Contract Documents on May 3, 2023, but it shall be the Bidder's responsibility to make inquiry as the Addenda issued. All such Addenda shall become part of the Contract and all Bidders shall be bound by such Addenda, whether or not received by the Bidders
