The project involves the removal of existing concrete walks and the installation of approximately 10,670 sf of concrete sidewalks, ADA compliant sidewalk ramps, restoration of driveways and lawns on 4 streets. Any bid may be withdrawn prior to the above scheduled time for opening of bids. Any bid received after the time and date specified will be returned unopened. Contract documents, including Plans and Specifications, may be downloaded from the following locations at no cost. The Town will not provide printed bid documents or pay for any printing costs associated with the bid documents. For municipal public works contracts and quasi-public agency projects, the contractor must file a written or electronic non-discrimination certification with the Commission on Human Rights and Opportunities. Each bidder is responsible for checking these websites to determine if any addenda have been issued to the Information for Bidders and/or Contract Documents, and if so, to complete its response in accordance with the Information for Bidders and/or Contract Documents as may have been modified by any such addenda. State law requires a minimum of twenty-five (25%) percent of the state funded portion of the contract for award to subcontractors holding current certification from the Connecticut Department of Administrative Services (DAS) under the provisions of CONN. GEN. STAT 4a-60g. (25% of the work with DAS certified Small and Minority owned businesses and 25% of that work with DAS certified Minority, Women, and/or Disabled owned businesses.) The contractor must demonstrate good faith efforts to meet the 25% set-aside goals. The Town of Waterford reserves the right to waive any formalities or to reject any or all bids. Each bidder must deposit, with his bid, security in the form of bid bond or certified check subject to the conditions provided in the Information for Bidders. No bidder may withdraw his bid within 90 days after the actual date of the opening thereof. The Town of Waterford intends to award the contract to the lowest responsible bidder by adding together all four sub-totals. If that exceeds the funding available, the Town will eliminate an area(s) at the Town's discretion to reach a total that doesn't exceed the funding available. Should there be reasons why the Contract cannot be awarded within the specified period, the time may be extended by mutual agreement between the Owner and the Bidder.
