The Village of Castalia, Ohio is requesting Bids for the construction of the following Project: Adams Avenue and Lester Street Improvements Kleinfelder s Project Nos. 20231610 and 20232618. The Project includes the following Work: Pulverization and paving of Adams Avenue, Lester Street, Oak Street, and Walnut Street in the Village of Castalia, Ohio. The approximate length of the project is 4,600 feet (8,900 square yards). The project also includes the construction of aggregate berms as well as related work. Prospective Bidders are urged to register with the designated website as a plan holder, even if Bidding Documents are obtained from a plan room or source other than the designated website in either electronic or paper format. The designated website will be updated periodically with addenda, lists of registered plan holders, reports, and other information relevant to submitting a Bid for the Project. All official notifications, addenda, and other Bidding Documents will be offered only through the designated website and Issuing Office. Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from sources other than the designated website. Failure to submit a complete set of documents could result in a bid that is determined to be nonresponsive and rejected by the Owner. Prospective Bidders may obtain or examine the Bidding Documents at the Issuing Office on Monday through Friday during regular business hours. Partial sets of Bidding Documents will not be available from the Issuing Office. The cost of printing is to be paid to the printing company at the time the drawings are picked up. Shipping and tax charges are the bidder s responsibility and payable directly to Becker Impressions. Bid Guaranty The bid guaranty may be of two forms: 1. A Bid Guaranty and Contract Bond using the form in the Contract Documents. (The amount of the bid does NOT have to appear on this form.) 2. A certified check, cashier's check or letter of credit in favor of the Village of Castalia, Ohio in the amount of 10% of the bid. If the contract is awarded, a Contract Bond will be required, which is a 100% payment and performance bond. After the award of the contract let by competitive bid and prior to the time the contract is entered into, bidders shall submit the affidavit required under the Ohio Revised Code, Section 5719.042 that the bidder was not charged with any delinquent personal property taxes in Erie County, Ohio. The Village of Castalia, Ohio, reserves the right pursuant to ORC.9.312 and the Village of Castalia, Ohio, code of Ordinances Section 103.01 to reject any and all bids and to waive any non-material irregularity in determining the lowest responsive and responsible bidder. The Engineer for the Project is Kleinfelder, Inc., 1168 North Main Street, Bowling Green, Ohio 43402. All bids must be signed and submitted on the blanks which are bound in this booklet. Bids must state the unit prices in the blanks provided and be enclosed in a sealed envelope marked -- Adams Avenue and Lester Street Improvements -- and addressed to Village of Castalia, Ohio, 126 Main Street, P.O. Box 451, Castalia, Ohio 44824. No bidder may withdraw their bid for a period of 60 days after the scheduled closing time for the receipt of bids. The successful bidder will be required to pay State of Ohio Prevailing Wage Rates and follow Domestic Steel use requirements as specified in Section 153.001 of the Ohio Revised Code. For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents. Owner anticipates that the Project s total bid price will be approximately $250,000 for Part 1 and $68,000 for Part 2.
