Renovation of a municipal facility in Barksdale AFB, Louisiana. Completed plans call for the renovation of a municipal facility.

This statement of Work is for the replacement of Heat Recovery Unit (HRU) components and Condensing Units (CDU) at Dorm buildings 4261 & 4263. Project shall include the furnishing of all materials, labor, and equipment necessary for the replacement of existing Heat Recovery Unit (HRU) components and replacement of existing Condensing Units (CDU) at Dorm buildings 4261 & 4263. Perform work in accordance with Statement of Work, Specifications, UFC's, International Building Code, International Mechanical Code, National Electric Code, Architectural Barriers Act, and NFPA Life Safety Code. Actual existing building / space / access / equipment specifications configuration, sizes, locations, voltage/phase(s), existing conditions are to be field verified by the contractor prior to bid. Any discrepancies discovered shall be provided to the Contracting Officer prior to bid. Mechanical Requirements: Requirements are for EACH building B4261 & B4263 - (6) Heat Recovery Units located in the Attic & (12) associated Condensing Units (HRU -1,2,3,4,5,6 & CU-1A&B,2A&B,3A&B,4A&B,5A&B,6A&B). Scope of work below is for each unit. Existing building plans shall be used for existing equipment and controls reference unless otherwise noted otherwise within. 1. HRU-1,2,3,4,5,6: A. Replace extg heat recovery enthalpy wheel: (1) Demo existing wheels, provide & install new recovery enthalpy wheels. (2) New wheels shall be by the original equipment manufacturer (OEM - Trane) and sized per existing drawing HRU equipment Schedule & by each actual existing wheel serial numbers for a direct replacement. Contractor shall verify existing wheel data prior to bid. B. Replace all extg air filters: (1) Filters: (a) Filters shall comply with ARI-850, ASHRAE-52.1, NFPA 70, NFPA 90A & B and shall be UL 900 listed, class I or class II. (b) Provide same size pleated & MERV rated filters as existing. C. Replace all controls relays and sensors on the HRU's including all HRU air temperature & humidity sensors, static pressure sensors, filter alarm sensors, both fan start/stop relays, both fan airflow devices/sensors, CDU start/stop relays, freezestat device/sensor D. Replace all duct mounted differential pressure sensors. E. Replace all valve actuators on the HRU's including all pre-heat, cooling coil, re-heat coil and volume damper actuators. F. Replace all HRU dx coil thermal expansion valves (TXV's). G. Replace all pipe and duct insulation only as needed for all of these component replacements. H. Contractor shall field verify existing equipment component voltage/phase, size, compatibility, configuration, location, access, etc. or all equipment & components prior to bid. General Requirements: 1. Repair pipe and duct insulation as required for disturbed areas of work. 2. All equipment, supplies and materials provided / installed shall be new and not refurbished. 3. Contractor shall obtain a 2 CES Digging Permit (AF Form 103) prior to beginning work, if applicable. 4. Demolition Materials: All demolition materials under this contract become property of the Contractor and must be removed completely from the Base unless indicated otherwise within. If any HVAC equipment is present and to be demolished, contractor shall remove and properly dispose of all oil and refrigerant along with the equipment. 5. Acceptance of completed work will be based on its conformance to the contract. Nonconforming work will be rejected. The United States Air Force is not obligated to accept nonconforming work at a reduced price. The contractor shall start correction of rejected work within 10 calendar days after receipt of the rejection notice. 6. It will be the Contractor's responsibility to visit the site and become familiar with the facility and include all work and equipment required in the bid. Contractor shall maintain a clean site and fully restored site upon completion with minimal evidence of prior construction. 7. The contractor will be responsible for and incur any and all labor and material costs required to repair any damages to government facilities that occurred during and as result of demolition operations under this contract. This damage will be identified as separate from the condition of the facilities as identified during the initial inspection. The damage will be identified, but not limited, to the following items. A. Government gas, water, waste, communications and electric transmission and distribution systems. B. Adjacent occupant personal property. C. Existing trees. D. Roadways and Parking Areas 8. The contractor will begin work not earlier than 7:30 am each workday. Work will not be performed later than 6:00 pm. 9. Inspections will be conducted by the Contracting Officer and /or Contracting Officer's Representative and the contractor's manager. 10. All discrepancies, if any, shall be properly annotated and submitted to contracting. Project Submittals: 1. HVAC Equipment / Components 2. BAS Controls 3. TAB Qualifications and Report 4. BAS Performance Verification Test Plan, Report 5. Startup & Test Reports HVAC Warranties (in addition to standard contract warranty): 1. DX CDU - whole unit (5) year parts, labor and refrigerant; Compressor - (10) year parts Closeout: 1. Operations & Maintenance Manuals for all new Equipment / Components & Controls (include Controls Drawings) installed: Electronic copies= (3) CD's and Hard copies= (3) 8.5x11 size 2. Warranty Letters with dates for all main new Equipment 3. Approved Controls PVT Scheduling & Outages: 1. Minimize each RLU outage duration. 2. All work to be coordinate with building Facility Manager with 48-hr notice. 3. Contractor shall coordinate scheduled utility outages at least 7 business days in advance with the contracting office in writing and with the user prior to any interruption of utilities. 4. The contractor is responsible for coordinating work between the different crafts required to complete job.
