This project requires 23% DBE participation, or if the contract goal is not met, documented
evidence of good faith efforts.
The Complexity Factor for this project is 0.035.
The Consultant who is selected for this project and all Subconsultants the Prime Consultant will
be using are scheduled to attend an initial meeting on July 26, 2023, at 9:00 AM at the Region
Two/District Three Office in Ottawa.
This project includes Phase I and/or II engineering for various projects throughout District Three.
Phase I engineering studies, if required, may consist of conducting route surveys, land surveys,
hydraulic analysis and reports, geometric studies, environmental studies, safety studies including
crash analyses, preparing project reports, and reviewing geotechnical reports. This work may
include data collection, development of alignment alternatives, cost estimates, traffic
management analysis, crash analysis, bridge condition reports, TS&L drawings, and other related
work and exhibits necessary to complete the Phase I preliminary engineering.
Phase II work, if required, may consist of, data collection, conducting route surveys land surveys,
hydraulic analysis, geometric studies, structure plans, roadway plans, and any other related work
to complete final plans and specifications, as necessary. The Consultant staff should further be
knowledgeable in ADA/PROWAG requirements.
Projects may consist of pavement replacement, patching and resurfacing, bridge repair, bridge
rehabilitation, bridge replacement, and widening and resurfacing. The department will furnish the
Consultant with any relevant available information such as as-built plans, field notes, traffic data,
crash data, agency coordination, right-of-way data, aerial photos, boring logs, and other
information.
The Consultant may be required to provide a staff member to serve as an IDOT Project Manager
or Squad Leader. The Consultant may be required to assist the District in reviewing projects and
overseeing IDOT personnel and other consultants. The Consultant may be expected to perform
work in the district office as needed.
The selected Consultant and/or their Subconsultants on this project are prohibited from managing
contracts where either party is the Prime Consultant or a Subconsultant. The selected firm and/or
their Subconsultants may not manage another firm if the relationship was reversed during another
