This project requires 23% DBE participation, or if the contract goal is not met, documented evidence of good faith efforts. The Complexity Factor for this project is 0. The Consultant who is selected for this project and all Subconsultants the Prime Consultant will be using are scheduled to attend an initial meeting on July 26, 2023, at 10:30 AM at the Region Two/District Three Office in Ottawa. This project includes Phase I and/or II engineering and Land Acquisition services for various projects throughout District Three. Phase I engineering studies, if required, may consist of conducting route surveys, land surveys, hydraulic analysis and reports, geometric studies, environmental studies, safety studies including crash analyses, preparing project reports, and reviewing geotechnical reports. This work may include data collection, development of alignment alternatives, cost estimates, traffic management analysis, crash analysis, bridge condition reports, TS&L drawings, and other related work and exhibits necessary to complete the Phase I preliminary engineering. Phase II work, if required, may consist of, data collection, conducting route surveys land surveys, hydraulic analysis, geometric studies, structure plans, roadway plans, and any other related work to complete final plans, specifications, and estimates, as necessary. The Consultant staff should further be knowledgeable in ADA/PROWAG requirements. Land Acquisition engineering services are required to provide engineering support to the district land acquisition section. Services may include but not be limited to: provide engineering direction and technical expertise for all district condemnation activities, determine the necessity for condemnation and the best course of action to obtain title to land, coordinate all engineering technical and policy aspects of proceedings with the Special Assistant Attorneys General and Land Acquisition personnel, provide engineering advice to Appraisal, Acquisition, and Plats and Plans Sections, direct the preparation of warrant requests for condemnation parcels, process Special Assistant Attorneys General invoices, review hearing and trial results and determine advisability of appeal or acceptance, serve as the engineering expert witness in depositions and/or court to establish the necessity of the proposed acquisition for the department.
