The City of New Bedford Purchasing Department, in conjunction with the New Bedford Public Schools, is seeking bids from qualified bidders to provide and deliver fourteen (14) high speed electric bus charging stations to be used for the newly acquired fleet of electric school buses and (2) 2023 Ford Transit T350-148" EL High Roof E-Transit vans. . Questions are due by Thursday, May 25, 2023 at 5:00 PM. Questions concerning this Specification must be submitted online Item 1: High Speed Level 3 Electric Bus Chargers This IFB is for the purchase of fourteen (14) high speed, Level 3 electric bus chargers to be used to maintain the recently procured electric buses in conjunction with Massachusetts Clean Energy Technology Center's "Accelerating Clean Transportation School Bus" and the United States Environmental Protection Agency's "Clean School Bus" programs. Final installation details and designs will be determined after award and in accordance with the "Accelerating Clean Transportation School Bus" and the "Clean School Bus" programs' guidelines. Any applicable software for the chargers should be included in pricing, but separately listed. All eligible responses should meet or exceed the following guidelines and technical specifications: Charger (EVSE) Specifications: o All chargers must show successful interoperability tests between proposed EV and Electric Vehicle Supply Equipment (EVSE) o EVSE vendor must hold spare parts supply o LTE Modem and LAN network connection o Nationally Recognized Testing Laboratory (NRTL) certified o Capable of charging at least at a power rating of 60kW up to a voltage of 1000Vdc output range o Option for dual cord and parallel charging capabilities o Must contain field-upgradeable hardware architecture to 100kW+ Charge Software Specifications: o OCPP (Open Charge Point Protocol) 1.6 or higher compliant o Two-factor authentication for user login o All communications encrypted between charger and CMS o Data should be encrypted at rest o AutoCharge authentication via the vehicle's MAC-Address o Ability to access OCPP logs o Self-service options should include ability to create and manage users, charger access control including setting PIN and RFID o Must include session and uptime reports o For active sessions, show current kilowatts (kW), kilowatt hours (kWh) dispensed, voltage, amperage, and state of charge (SOC) o API available without rate limiting o No limits on historical data storage or retrieval while under contract o Include live user training o API can integrate with vehicle telematics and fleet routing software o Includes regular software update
