Renovation of a water / sewer project in Granite Falls, Washington. Completed plans call for the renovation of a water / sewer project.
This project will construct upgrades to the existing City of Granite Falls Wastewater Treatment Facility. The project includes the construction of a new 14-inch influent gravity sewer, replacement of a section of 8-inch gravity sewer with a 12-inch gravity sewer, a new headworks facility, a new influent pump station and force main, two new oxidation ditches with selector zones, a new blower building containing new aeration blowers for the oxidation ditches and aerobic digesters and motor control centers, a new effluent flow meter, and a new odor control system. The project also includes modifications to the two existing secondary clarifiers including the replacement of the existing return activated and waste activated sludge pumps, modifications to the existing bioselector and secondary clarifier splitter box structure, modifications to the existing alkalinity control structure including the demolition of the existing alkalinity control system and the installation of new effluent evaporative cooling towers, and modifications to the existing effluent disinfection structure that will include demolition of the existing UV disinfection system, installation of a new UV disinfection system, and the installation of a new effluent filtration system including flash mix and flocculation tanks and installation of approximately 110 feet of a new 16-inch effluent pipeline and other effluent pipeline modifications. Other project elements will include the conversion of the existing oxidation ditch into two aerobic digesters, and the conversion of the existing aerobic sludge holding tank into the new stormwater, non-potable water and cooling tower/effluent filter feed pump stations. The project will also include modifications to the existing plant drain pump station including the installation of new Owner-supplied submersible pumps and pump control system. In addition, the existing Solids Handling Building and compost and amendment storage bays will be demolished, and a new Solids Handling Building housing chemical storage and metering systems, biosolids thickening and dewatering equipment and a haul truck loading bay will be constructed. Temporary waste activated sludge storage, hauling, and disposal will also be the responsibility of the Contractor for a significant duration during this project. The existing Operations Building will also be modified and a new Administration Building and Storage Building will be constructed. Finally, the existing power distribution system will be almost entirely replaced with a new dual bus system. The Work shall be substantially complete within 460 working days after the commencement date stated in the Notice to Proceed. All bidding and construction is to be performed in compliance with the Contract Provisions and Contract Plans for this project and any addenda issued thereto that are on file at the office of the City Clerk, City Hall, Granite Falls, Washington. The Proposals will be publicly opened and read aloud shortly after the time and date stated above. Proposals are to be submitted only on the form provided with the Bid Documents. All Proposals must be accompanied by a certified check, postal money order, cashiers check, or Proposal bond payable to the "City of Granite Falls" and in an amount of not less than five percent (5%) of the total Proposal amount. All work on the project shall be subject to the higher of the State or Federal wage rates. The City of Granite Falls, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award. Where federal wage rates apply, the successful bidder will be required to conform to the wage requirements prescribed by the federal Davis-Bacon and Related Acts which requires that all laborers and mechanics employed by contractors and subcontractors performing on contracts funded in whole or in part by SRF appropriations in excess of $2,000 pay their laborers and mechanics not less than the prevailing wage rates and fringe benefits, as determined by the Secretary of Labor, for corresponding classes of laborers and mechanics employed on similar projects in the area. Financing of the Project has been provided by City of Granite Falls, Washington and the Washington State Department of Ecology. Neither the State of Washington nor any of its departments or employees are, or shall be, a party to this Contract or any subcontract resulting from this solicitation for bids. Buy American Iron and Steel provisions apply. The City of Granite Falls expressly reserves the right to reject any or all Proposals and to waive minor irregularities or informalities in any Proposal, and to award the Project to the lowest responsive responsible bidder as it best serves the interest of the City. The Work shall be substantially complete within 460 working days after the commencement date stated in the Notice to Proceed.
