PRE-SOLICITATION NOTICE FOR TUNNEL RENOVATION AT TOBYHANNA ARMY DEPOT - It is anticipated that this will be a 100% Total Small Business Set-A-Side. -PSC Code Y1EB is being used to determined Small Business Set-A-Side. -Please submit your requests no later than June 6,2023 @ 10:00am Est. -Email responses to: kristen.zigmont.civ@army.mil -Please see Attachment 1 Draft Statement of Work and Attachment 2 Draft Statement of Work for details. This requirement is for a single Firm-Fixed-Price (FFP) Contract for construction services, associated with Buildings 10 & 1 Bay 5 Tunnel Renovations at Tobyhanna Army Depot, Tobyhanna, PA 18466. This is a Competitive 100% Total Small Business Set-aside Requirement limited to those that are considered as Small Business in SAM.GOV. Offerors that do not meet the small business set-aside will not be considered. The applicable NAICS code is 238110 (Poured Concrete Foundation, and Structure Contractors), size standard $19,000,000.00. The services required shall include: The construction services necessary to complete this contract which includes providing all specifications, licenses, permits, labor, materials, equipment, supervision, and management to complete the project in accordance with all existing contract documents, Tobyhanna Army Depot (TYAD) Master specifications and Industrial Design Guide (IDG), as well as materials manufacturers specifications. All and any exceptions shall be submitted in writing. The objective of this effort is to rehabilitate the below grade tunnel located between buildings 10 and 1B. Rehabilitation shall include remedial curtain wall waterproof crack injection of walls and ceiling, crack sealing and epoxy painting. The work includes that described in the attached DRAFT Scope of Work. The estimated Period of Performance for this requirement shall be 120 calendar days. The contractor must furnish required bonds and insurance for this project at the applicable dollar value. This acquisition shall be conducted in accordance with FAR Part 15, Contracting by Negotiation, FAR Part 19, Small Business Programs (specifically 19.502-2 - Total small business set-asides, and FAR Part 36, Construction and A&E Contracts. The Request for Proposal (RFP), W25G1V-23-R-0016, is estimated to be issued on or about 06 June 2023. The estimated magnitude for this action is between $250,000.00 and $500,000.00. Actual issue and proposal due dates will be established in the RFP. The RFP will be available on SAM.GOV. Vendors requesting an electronic copy may download the RFP on or after the issue date at https://sam.gov/. To search for the RFP in SAM.gov: at "Search Contract Opportunities", type W25G1V-23-R-0016 and click 'Search'. The RFP will be issued electronically, via https://sam.gov/, only. No paper or disc copies will be issued. It is the responsibility of interested sources to periodically access the internet site through closing to obtain any amendments which may be issued. All amendments must be acknowledged in the proposal. A Site Visit will be scheduled approximately 1 week after RFP release. Any resultant contract will be FFP. All prospective offerors must be registered in the System for Award Management (SAM) prior to award of contract with any DoD agency and found to be responsible in accordance with FAR Subpart 9.1 - Responsibility of Prospective Contractors.
