Renovation of a mixed-use development in Blacksburg, Virginia. Completed plans call for the renovation of a swimming pool.

Energy Recovery Ventilator Replacement at Aquatic Center This is a replacement project for the locker room Energy Recovery Ventilator (ERV), with gas heat, located on the roof of the Town of Blacksburg Aquatic Center. The original design drawings for the facility show the unit to be furnished with DX mechanical cooling; however, cooling was not installed. The replacement system must be approved for locker room use and be equipped with DX mechanical cooling. The existing unit provides 3000 cfm of heated air and exhausts an equivalent 3000 cfm from the locker rooms. The existing heating capacity appears to be adequate. However, ventilating air quantities significantly exceed code-required airflows. Also, the original design provides a disproportionate quantity of air supply to the men's locker room. The men's locker room is located interior to the building without any exterior walls, while the women's locker room is a perimeter space with exterior walls. The minimum exhaust rates for locker rooms are 0.5 cfm/sf. The minimum exhaust rates for toilet fixtures are 50 cfm and for shower fixtures is 20 cfm. The replacement system should be optimized to meet the code-required airflow and provide proportionate air supply to the men's and women's locker rooms. This will likely require a reduction in the quantity of ventilating air to the men's locker room and locating the unit thermostat in the women's locker room to account for the exterior wall heat losses. The temperature in the locker room space is desired to be between 70 to 75 degrees F. The replacement system should be replaced by a new rooftop ERV system for proper conditioning and ventilating of the locker rooms. The new system shall include a fan powered energy recovery air handler, a duct furnace, and an air-cooled condensing unit. The air handler shall be complete with supply fan, exhaust fan, energy recovery, and DX coil for cooling and dehumidification. The gas duct furnace should be suitable for modulating output and outdoor installation. The air- cooled condensing unit shall be complete with compressor(s) and mounted remote from the air handler. To address the additional weight for cooling, the air cooled condensing equipment should be on the nearby roof rack originally used for the Zephyr pool dehumidification unit. Minor structural modifications are likely needed to the rack to accommodate the condensing equipment. The duct arrangement for the existing ERV unit does not appear to be available for coordinating a direct replacement. Also, the location of the outdoor air intake is very limited due to the existing exhaust fans on the roof due to nearby gas furnace venting. Rerouting of the locker room exhaust duct above the locker room ceiling is recommended to coordinate for an alternate roof duct penetration. All new ductwork shall be insulated per supply duct standards and shall be covered with protected material and an additional metal wrap. Since cooling is being added, the existing supply air ductwork must be insulated and vapor sealed. If applicable, insulation for existing ductwork should be included to the unit replacement cost. Safety rail and maintenance catwalks are required around the new equipment. The existing building support members are to be used to install the new equipment. Any structural analysis deemed necessary by the offeror should be inclusive to the unit replacement cost. Offeror shall be responsible for all costs associated with design, structural analysis (if needed), equipment and material purchase, installation and permitting for successful completion of this project. Offeror shall fully remove the existing ERV with accessories and the ductwork on the roof structure and restore existing roof penetrations if necessary. All work must be coordinated with the Aquatic Center's normal operations. The center will not be closed during the construction phase. However, a limited number of 24-48 hrs closures, to include periods when the crane is placing equipment, are feasible with adequate notification. Once work starts, the offeror will be required to continue work until completed and the equipment is successfully operational and approved by the Public Works Department and the Town Building Official Question Deadline 06/09/2023 at 5:00 PM ET
