The project is expected to be awarded on August 26th, 2025.** The City seeks professional engineering services from a qualified and experienced consulting firm to perform an engineering assessment of the existing biosolids disposal system and develop an alternative analysis outlining the options on the methods of conveyance and storage of the biosolids from the dewatering building discharge (press/screen conveyors) to the sludge drying beds or other location as determined by the consultant. Question Deadline 06/09/2025 at 4:00 PM PT The Hill Canyon Treatment Plant ("HCTP") provides tertiary-level wastewater treatment for the City of Thousand Oaks. It was constructed in the 1960s with major improvements over the following decades. As part of the City's HCTP Master Plan (2020), the need to develop flexibility for biosolids handling was identified, whether that be trucking biosolids directly from the dewatering press discharge conveyor and depositing it into hauling trailers or conveying the biosolids to an adjacent location to be managed and processed/hauled at a different time. The vision is to utilize an alternate conveyance and storage facility in the drying beds to allow for staff utilization at night on different tasks rather than monitoring the biosolids load in the hauler/trailer. City is seeking an alternatives analysis document outlining the different conveyance system products and alignment/orientations and sizing, as well as preliminary layouts and details on the required storage facility options to temporarily house the biosolids, which will be trucked or processed later. Construction ready plans and technical specifications will be prepared for the recommended conveyance and storage system. The Public Works Department is seeking the most qualified consultant and intends to award an engineering design contract for the biosolids conveying and storage project. In conjunction with the work, at a minimum, the consultant shall attend periodic update meetings (at City's request) with the City staff to identify and develop a plan of action and a project schedule for work effort. Consultant shall be willing to commit the necessary resources to meet such City needs expeditiously (within two weeks) and on an ongoing basis for the duration of the contract. Question Submission Deadline: June 9, 2025, 4:00pm SCOPE OF WORK 4.1. Biosolids Conveying and Storage Improvements - Engineering Consultant shall perform professional engineering service in conjunction with the biosolids conveying and storage improvements project. Below is the Scope of Work as envisioned by the City. Proposers (consultants) shall note that the Scope of Work, at a minimum, shall include all tasks listed below. However, you are expected to also identify all other additional tasks and services, to be titled "Optional/Additional Scope" (shown below as a separate task), that you feel are required or advisable for successful completion of the project. Proposers shall provide their qualifications for Items A through D below. However, a detailed proposal, completion schedule, and a fee proposal shall be prepared and submitted only for the tasks listed under Item A: Research, Condition Assessment and Alternatives Analysis. The tasks listed under Items B - D can be included as additional options for the City to consider. 4.2. Required Tasks The alternative design analysis prepared by the consultant shall include recommendations on the conveyance path of travel, required modifications to the existing system(s), potential layout diagrams, technical data on the conveyance system, and locations for temporary storage/placement of biosolids. Such services shall include but not be limited to: coordination with Hill Canyon Treatment Plant (HCTP) staff and City engineering staff; research/review of the record drawings and site conditions; development of proposed conveyance system alignments/configurations and storage area requirements and proposed storage systems; attendance at monthly coordination meetings as needed with the City's Project Manager, coordination of and attendance at a workshop to provide the draft recommendations, incorporation of the draft recommendations into a final project alternatives analysis document, and once the alternatives analysis recommendations are known and evaluated; preparation of construction ready plans and specifications for the assessment recommendations. Consultant shall be required to perform the following tasks, at a minimum: A. Research, Condition Assessment and Alternatives Analysis i. Coordinate with City HCTP operations and engineering staff. ii. Research/review of biosolids volume calculations and system handling requirements. iii. Perform site visits as necessary in order to perform the engineering review work. iv. Prepare for and conduct coordination meetings and technical workshop. v. Prepare a draft alternatives analysis for the recommended biosolids conveying and storage system and alignment as well as storage system configuration and volumetric requirements. The alternatives analysis shall consider the different types of conveyance options as well as the different locations for depositing the biosolids until they are processed. vi. Review the draft alternatives analysis with HCTP staff and the City's Project Manager. vii. Prepare a final alternatives analysis incorporating City comments and recommendations. B. Final Design, Development of Plans, Specifications and Estimate (PS&E) - to be awarded later i. Design and prepare the project construction contract documents at 50%, 100% and Issued for Bid levels (final scope and fee to be negotiated after the alternatives analysis scope of work is confirmed). C. Bid Phase Support Services - to be awarded later i. Provide bid phase support consisting of: Attend pre-bid meeting. Respond to up to 10 Requests for Information (RFIs). Provide addenda as necessary (up to 3) D. Construction Phase Support Services - to be awarded later i. Provide construction support services for review of design related submittals and preparing "As-Built" plans based on changes made during construction, identified by the At this time the base agreement is anticipated to cover Scope of Work Task A at this time. Services for Final Design, Bid Phase and Construction Phase (Items B, C and D) for the selected consultant may be issued as amendments at a later date. Consultant may acquire services of sub-consultants in other fields/disciplines as may be necessary to perform work as needed to meet the needs of each phase of the project. All Terms and Conditions of the Agreement shall remain unchanged.
