A. Contractor shall provide all labor, supervision, equipment; materials and supplies to remove old irrigation lines/system and replace with new irrigation materials provided by contractor as specified by manufacturer and/or supplier for automated irrigation system that encompasses the cemetery in its entirety (approx. +/- 18acres). B. After completion of installation of the repair/replacement of new irrigation system; the contractor will remove and renovate all turf areas within cemetery in its entirety (approx. +/- 18acres) with Palisades zoysia. (EST), Solicitation Number: 36C78623B50189 Description: National Cemetery Administration; Southeast District Shines Construction Projects for Corinth and Mountain Home Nat l Cemetery: 1) Raise and Realign, 2) Headstone Cleaning and 3) Turf Renovation 4) Irrigation Renovation This notice is provided for information purposes only and does not constitute a request for , Proposal, or Quote. The Department of Veterans Affairs (VA), National Cemetery Administration (NCA) intends to issue one solicitation with multiple projects as an invitation for (IFB) on or about June 18, 2023, unless additional notice is given, or this notice is modified or cancelled. This will be a multiple award solicitation. THIS OPPORTUNITY SHALL BE FOR A 100% SET ASIDE FOR SERVICE-DISABLED VETERAN OWNED SMALL BUSINESSES (SDVOSB) ONLY. In accordance with Public Law 109-461, the Veterans Benefits, Healthcare and Information Technology Act of 2006, Pursuant to 38 USC 8127(d), competition is restricted to SDVOSB construction services firms. The Contractor is to provide all Management and Supervision, Labor, Materials, Parts, and Equipment, etc., necessary for the specified Shrine Construction project consisting of 1) Raise and Realign, 2) Headstone Cleaning and 3) Topsoil/Turf Renovation for the National Cemetery Administration and Pacific District National Cemeteries listed. The anticipated contract Period of Performance will be based on each individual project. The Product Service Code (PSC) for this procurement is Y1PZ Maintenance of Other Non-Building Facilities; the North American Industry Classification System (NAICS) code for this procurement is 238910 Preparation Contractors, and the Business Size Standard is $15.0 Million. Per FAR 36.204, the Magnitude of Construction for the projects are as follows: Corinth Nat l - between $1,000,000 and $5,000,000. Mountain Home Nat l - between $100,000 and 250,000. The acquisition type for this solicitation will be an Invitation for (IFB). The IFB will utilize the Electronic Delivery/Opening process. There will be no bids accepted via Postal Mail, USP, FedDex, or any other delivery method stated; with the exception that prospective bids CAN BE SUBMITTED via email to the Contracting Officer at auvorie.benson@va.gov. Interested Bidders are responsible for monitoring and downloading any Amendments from SAM.gov/Contract Opportunities website which may be issued to this solicitation. Interested bidders will be required to furnish a Bid Bond; and the awarded Contractor will be required to provide Performance and Payment Bonds. As noted, this procurement is 100% Set-Aside for Service-Disabled Veteran Owned Small Business (SDVOSB) concerns. Only verified SDVOSB firms are eligible to submit an offer or receive an award of a VA contract that is set-aside for SDVOSB in accordance with VAAR Part 819. A non-verified vendor that submits a bid or proposal will be rejected as non-responsive. To be eligible for award, the SDVOSB must be considered small under the relevant NAICS code and must be registered and verified in the following websites: those desiring to receive an award from this solicitation must be registered at Veteran Small Business Certification (sba.gov). Companies must have the Certified Veteran Enterprise (CVE) seal on their registration to be considered for an award. The Veteran Small Business Certification (sba.gov) database will be checked both upon receipt of an offer and prior to award; firms must also be currently registered in the System for Award Management (SAM) database at SAM.gov and have completed online Representations and Certifications prior to contract award. Offers received from firms that are not Service-Disabled Veteran-Owned Small Business (SDVOSB) and who are not registered in the System for Award Management (SAM) database will not be considered. (See VAAR Clause 852.219-10 VA Notice of Total Service-Disabled Veteran-Owned Small Business Set-Aside.) In accordance with VAAR 819.7003(b), at the time of submission of bids, and prior to award of any contracts, the offeror must represent to the Contracting Officer that it is (1) SDVOSB eligible under VAAR Subpart 819.70; (2) Small business concern under the NAICS code assigned to this acquisition; and (3) SDVOSB listed as verified in Veteran Small Business Certification (sba.gov) database. Interested bidders must register on the SAM.gov website for the solicitation. In order to receive e-mail notification of Amendments, you must register on SAM.gov. Amendments to this solicitation will not be mailed but will be posted at the SAM.gov/Contract Opportunities website. Interested bidders are responsible for obtaining the solicitation from the SAM.gov/Contract Opportunities website and acknowledging any and all Amendment(s) issued for the solicitation. No other information regarding Statement of Work, Scope, Dates, etc. will be available until issuance of the Solicitation.
