Renovation of a residential development in Rock Island, Illinois. Completed plans call for the renovation of a residential development.
The City of Rock Island is requesting bids from contractors for a rehabilitation project at a house located at 1220 Glenhurst ct. This owner-occupied property will be undergoing rehabilitation using Housing and Urban Development (HUD) funds to ameliorate deteriorating and deteriorated conditions. All work shall be subject to HUD 35.930 and Environmental Protection Agency (EPA) regulations. A bid tabulation shall be posted online afterward. All questions shall be directed to the Construction Officer at 309-732-2906. The bidder shall submit a project plan using the design standards below that is in compliance with all applicable HUD, EPA, and State of Illinois regulations as well as all local building and zoning codes. The plan must include a clear project timeline and budget with line item costs. The contractor shall act as the general contractor for the project using subcontractors as required. Subcontractors that will be required should be clearly identified in the project plan. This project will need the old brick chimney removed below the roof line. Frame in necessary support members and sheath over flushing exterior surface with existing. The chimney will be completely abandoned as furnace and water heater is vented by other means. The attic is accessible to examine chimney and roof to produce a bid. Some of the this roof has been sheathed at the last reroof. Remove existing shingles down to sheathing. Inspector for damaged or rotted roof sheathing, replace as needed. Install ice and snow guard around the lower perimeter of lower roof and in the valleys per code. Install approved water barrier over the rest of the roof. Install 30-yr architectural shingles with the homeowner's color of choice from a standard color selection. Install a shingle over ridge vent, cutting back the ridge for proper venation per manufactures instructions. New plumbing flashing boots on existing penetrations. There is a lower roof over the back porch that is metal with built in gutters and will need to be replaced with rolled roofing and new gutter system. The front porch will need rolled roofing as well due to the shallow pitch. Permit required before work starts. Each bid must be submitted on paper and delivered in a sealed envelope. Said envelope shall be clearly labeled with "ENCLOSED: 1220 Glenhurst ct." The bid must clearly address all requirements as described above. The cost of the work must be separated into line items with individual costs in addition to providing a total project cost. Labor costs and material costs must be clearly delineated. The company name, federal tax ID number, Duns number, contact person, email, phone number, and a date with signature are all required as well.
