As of August 7, 2023, the City received one submission for this project from Prairie Paws Animal Shelter of Ottawa, Kansas. On August 1, the Manhattan City Commission authorized City administration to negotiate a services contract with Prairie Paws. That contract has not yet been awarded but is tentatively scheduled for award on September 19, 2023. No bid tab is available. All persons awarded and/or entering into Contracts with the City of Manhattan shall comply with all applicable city, state, and federal provisions pertaining to non-discrimination, equal employment opportunity, and affirmative action on public Contracts. Animal Intake 1. Animal intakes include: a. Owner surrender of domestic animals. The Shelter should accept all dogs and cats surrendered by their owners, keepers, or harborers who reside in the City of Manhattan. The Shelter may accept other small animals, and/or ownersurrenders from other jurisdictions. b. Stray animals. The Shelter houses dogs found running at large within the city limits of Manhattan. c. Quarantines. Following biting incidents within the city limits, dogs are sometimes held and observed as part of an ordinance-mandated quarantine. d. Cruelty and neglect cases. The Shelter holds animals seized pursuant to criminal animal cruelty cases pending the outcome of such cases. e. Dangerous dogs. The Shelter has special facilities for holding a limited number of dogs that are determined to be dangerous under the Citys ordinances. 2. Intake services should include: a. Health and behavior assessments of each animal. b. Identification and documentation of each animals behavioral and medical history, when possible. c. Full body microchip scans and owner identification and contact when a microchip is found in a stray. d. Photo and description of each stray animal provided through public outreach activities to try to locate the pets owner as soon as possible. e. Documentation of animals description (breed, sex, age), health and behavioral assessment results in data management system within 24 hours of receiving each animal. f. Vaccinations including Bordetella, DAPP for dogs and FVRCP for Cats, and general dewormers for dogs and cats. g. Medical quarantine and behavior isolation and evaluation as appropriate to protect the shelter population and the people working at or visiting the facility. h. Provide food, water, shelter, exercise, and medical care to each animal. i. Hold stray animals at the shelter for a minimum of three days to give the owner an opportunity to claim the animal.
