SOURCES SOUGHT NOTICE FOR John H. Kerr Dam and Reservoir Switchyard Transformers This is a Sources Sought/Request for Information only. This is NOT a Solicitation Announcement, nor is it a Request for Proposal. This request does not obligate the Government in any contract award. The U.S. Army Corps of Engineers, Wilmington District, is conducting research to determine the market capabilities of potential contractors to provide and delivery Switchyard Transformers. Work includes, but is not limited to, design, manufacture, test and deliver two outdoor Class II oil-filled three-phase power transformers rated 5,000 kVA high-voltage (H) 4.16 kV low-voltage (X), Class ONAN cooling. A Operations and Maintenance Manuals shall be provided for all equipment. Two outdoor 115kV three - pole single - throw, gang - operated, fully automatic circuit switchers, with single pressure interrupter unites using that puffer principle and with spring operating amperes continuous current, and 25KA symmetrical short circuit amperes. The switchers shall use sulfur hexafluoride (SF6) gas as a dielectric and as an arc extinguishing medium and be fitted with the manufacturer's standard optional grounding switch. The switchers shall include integral motor-operated disconnecting switch blades to open automatically upon overcurrent or fault trip. Include pedestals suitable for mounting the switches on concrete pads. Also, two each outdoor 5kV three-phase, manual-operated, single throw, gang operated metal-enclosed (ME) fusible load break switches, with inspection windows to permit observation of the switch position operation and hinged or removable panels to permit access to the switch for maintenance purposes, without disturbing the bus. The ratings shall be 5kV rms maximum voltage, 60kV BIL, 1,200 amperes continuous current, and 40kA symmetrical short circuit amperes. The switch mechanism shall be provided with a lock mechanism or padlock provisions arranged so that the switch can be locked in either the open or closed position. All interested firms with 335311 as an approved NAICs code have until 26 June 2023, 10AM, EDT to submit the following information: - Name & Address of your Firm - Point of Contact (Name/Phone/E-mail) - Current SAM Record to included DUNS Number and CAGE Code - Firm's capability to perform the work, include project name, location, owner's contact information, date supplied, and a brief description of the FRP structure highlighting similarities to the structures. - Documented experience in the manufacture of similar products and systems using a vacuum infusion process or similar projects for at least five years. -Engineer of Record with a minimum of five years' experience in the design and detailing of five similar FRP products and systems fabricated using a vacuum infusion process and copy of current license. - Business Size, to include designation as HUBZone, 8(a), Service-Disabled Veteran Owned Small Business, Small Disadvantaged Business, Woman-Owned Business, and Large Business. Any supporting documentation that confirms your socio-economic status should be provided, i.e., letter of certification from VA confirming SDVOSB status. The Government must be able to verify SBA certification of HubZone and 8(a) via SAM. The Government may not give credit to your socio-economic class if there is not sufficient documentation to support it or if the Government cannot verify through other means that your business is as such. Any responses involving teaming agreements should delineate between the work that will be accomplished by the Prime Contractor and work accomplished by the teaming partner All information is to be provided on a voluntary basis at no charge to the Government. There is no entitlement to payment of direct or indirect costs related to or arising out of responding to this request for information. All information provided becomes property of the Government. There is no guarantee, expressed or implied, that the market research for this acquisition will result in any guarantee of award or acquisition strategy.
