Remodeling of a military facility in Jupiter Inlet, Florida. Working plans call for the remodel of a military facility.

The subject project occurs within the Bureau of Land Management's (BLM) 120-acre Jupiter Inlet Lighthouse Outstanding Natural Area (ONA) in northern Palm Beach County, Florida. The Jupiter Inlet ONA is located at 600 State Road 707, Unit D, Jupiter, FL 33469. The project consists of the design and remodel of Unit D, 1961 CBS construction ~1,800 sq ft single story residential structure into a maintenance shop to service operational and management needs of the ONA. The requirement entails coordinating with BLM to design a remodel of the existing space within Unit D that represents the most cost-effective approach to providing a maintenance facility for the ONA while retaining the original footprint, exterior walls, and the original roofline. The work requires reconfiguration of utilities (water, electrical) and HVAC along with modifications to the interior space (removal of walls) to maximize the operational function of the space as a maintenance shop. The design build contractor (DBC) will be responsible for developing the design solution and construction documents require for the project, including appropriate costs estimates. Additionally, the DBC will furnish all equipment, materials, supplies, and labor necessary to complete construction of the remodel. The period of performance for this requirement is 460 days from issuance of Notice-To-Proceed. BLM is anticipated to issue a Total Small Business Set-Aside competitive solicitation 3rd or 4th Qtr., FY23. Subsequently, BLM anticipates issuance of a single firm-fixed price contract award from this solicitation. Davis Bacon Act (DBA) is applicable, and the appropriate DBA Wage Determination will be included in the solicitation. The competitive solicitation, 140L0623R0023, is in accordance with Federal Acquisition Regulation (FAR) Part 19.5, Set-Asides for Small Business. The NAICS code for this acquisition is 236220, Commercial and Institutional Building Construction. All materials must be in accordance with the Buy American Act. IAW Federal Acquisition Regulations (FAR) 15.101-2, Lowest Price Technically Acceptable (LPTA) source selection procedures will be utilized. A Request for Proposal (RFP) solicitation package is anticipated to be available electronically 3rd or 4th Qtr., FY23, at https://sam.gov/content/opportunites for 30 days. Potential offerors are responsible for monitoring this site for the release of the solicitation package for any other pertinent information and for downloading a complete copy of the solicitation package. The government will not provide paper copies or email the solicitation. To be eligible for contract award, offerors must be registered and complete the online Representations and Certification in the System for Award Management (SAM) database. A Site Visit date, time and meeting location will be provided in the solicitation. Offerors are highly encouraged to attend the scheduled Site Visit to inspect the site and to ensure full understanding of the requirement and conditions that may affect the cost of the project, specifications, and performance. Award will be based on best value to the Government in accordance with FAR utilizing LPTA source selection procedures. This notice does not obligate the government to award a contract nor does it obligate the government to pay for any proposal preparation costs.
