The Consultant must be capable of a timely response to LANTA requests for engineering, design, and construction management at all times during the term of the contract a. LANTA initiates a Request for Proposal (Proposal Request). This document requests the Consultant to submit a technical proposal for engineering, design, or construction administration services. The Proposal Request shall contain the scope of services requested, identification of the LANTA Project Manager, the required time of performance, and a list of task deliverables. b. The Consultant submits a formal proposal to the LANTA Contract Administrator by the date specified in the Proposal Request or in the updated Proposal Request. Proposals shall describe the scope of services to be provided, assigned personnel, detailed manhour breakdown by task. LANTA reserves the right to reject personnel on any proposal. c. The proposals will be reviewed by LANTA and the most technically qualified proposer will be selected for that task. Once this firm is selected they will be requested to submit a cost proposal for the specific task. d. LANTA will review the cost proposal and hold a negotiation meeting with the Consultant as needed. If LANTA and the Consultant are unable to reach an agreement on cost, LANTA will initiate negotiations with one of the other firms. e. Upon LANTA approval of the proposal and when work task opportunities arise within the contract period, LANTA will issue a Task Order that will incorporate both the LANTA scope of work and the proposal in an agreement for the performance of the particular task or assignment. If for any reason LANTA and the Consultant cannot reach agreement on the particulars of a proposal or the proposal is cancelled for other reasons, LANTA will so notify the Consultant. f. Under the terms of the Agreement, the cost established in the Task Order shall be the maximum cost, which shall not be exceeded unless agreed to by LANTA prior to incurring extra costs and duly approved by LANTA in the form of an amended Task Order. g. It is the objective of LANTA to have a Task Order approved within four (4) to six (6) weeks from the issuance of the proposal request to the Consultant Question Deadline 07/07/2023 at 5:00 PM ET The overall schedule for the On-call Engineering and Design Contract is 36 months beginning October 1, 2023 Although not a requirement for bidding, additional consideration will be provided for prime bidders with Disadvantaged Business Enterprise (DBE) participation and/or joint bids where one or more of the bid participants are DBE firms and/or Veteran's Administration (VA) certified Veteran Owned Small Businesses (VOSB) and/or Service Disabled Veteran Owned Businesses (SDVOB).
