The Offeror has overall responsibility for, and shall provide, complete Pre-Construction Phase and Construction Phase Services and furnish all materials, equipment, tools, and labor as necessary or reasonably inferable to complete the Work, or any phase of the Work, in accordance with the Owner's requirements and the terms of the Contract Documents. A 100% Performance and Payment Bond in favor of the Owner. The Security Co. representing Contractor must be authorized to do business in the State of Missouri and be approved by Owner. Performance and Payment bond will be required if project is $50,000.00 or greater. The County must receive all questions no later than 2:00 PM on 7/10/23. Any question received after this deadline may not be answered. The total project budget is $40 million, which includes all soft costs, furniture, fixtures, and equipment, as well as direct construction cost. This is generally subdivided into fifth floor improvements of $15 million, and third floor improvements of $25 million. The third-floor improvements are funded through the American Rescue Plan Act program which has specific requirements in both schedule and recordkeeping.
The work described must be constructed and completed by the end of 2026 to meet federal funding guidelines. All funding for the third floor must be committed and contracted by December 2024. The gross square footage of the fifth-floor area to be renovated is approximately 12,000 square feet. The third-floor area is approximately 28,000 square feet.
