Scope of Work to be Performed The professional consulting firm will provide services to plan, design, construction inspection and management of improvements to School Boulevard between State Highway 25 and Country Lane. The project scope is as follows: o Prepare plans, specification, and construction administration for the construction of single lane roundabouts at the intersections of Edmonson Avenue and Cedar Street with School Boulevard. o Project funding includes federal Surface Transportation Block Grant and federal Carbon Reduction Program funds. City state-aid funds will also be utilized for matching funds on this project. o All environmental, right-of-way, ICE report, funding agreement preparation, project plans, and other requirements for the federal funding sources received shall be prepared or assist in the preparation by the consultant as part of this project. o City will assess benefiting property owners for roadway and pathway improvements per the City's adopted assessment policy. o The preparation of a feasibility study and all other requirements for the 429 processes should be included in the scope of work. The city will conduct public hearings and mail required mailings with consultant providing mailing labels and draft letters. o Full depth reclamation of School Boulevard between Highway 25 and Country Lane. o Full depth reclamation as required for Cedar Street and Edmonson Avenue for roundabout construction. o Spot curb and gutter replacement and repair of existing drainage issues to be completed with the project. o Replace all non-compliant ADA ramps throughout the project area and install new ADA ramps and sidewalk as required for the roundabout construction. o Construction of a pathway on the south side of School Boulevard between Country Lane and Edmonson Avenue. o Investigate the removal of the center medians between Hwy 25 and Edmonson Avenue and install a two-way left turn lane. o Install pathway lights where new pathway is added connecting to existing lighting system. o Replace street trees removed for the pathways and add an irrigation for tree watering. o Install roundabout landscaping consistent with the Pointes at Cedar Zoning district. This project will impact many large businesses as well as the public. Several meetings and communication throughout the design process are expected to be utilized for the design and construction of this project. An initial scoping meeting with City staff is required. Design and construction coordination with the residents and businesses affected from the project will be required. The City reserves the right without prejudice to reject any or all proposals submitted. Proposals submitted will be evaluated by a Selection Committee consisting of: o Rachel Leonard, City Administrator o Matt Leonard, Public Works Director/City Engineer o Ryan Melhouse, Project Engineer Schedule for Completion of Work The anticipated construction completion date for this project is November 15, 2024.
