PURPOSE OF RFQ
The LORAIN COUNTY BOARD OF COMMISSIONERS invites the submittal of
responses to this Request for Qualifications (RFQ) from qualified firm(s) interested in
providing architectural, engineering and related services required for the Lorain County
Correctional Facility as herein outlined.

On Lorain County Property located on Murray Ridge Road, Elyria, Ohio
III. PROJECT HISTORY
A. LORAIN COUNTY
Lorain County is located in the northeastern portion of the state of Ohio. As of the 2020
census, the population was 312,964. Its county seat is Elyria. The County was physically
established in 1822, becoming judicially independent in 1824. According to the U.S.
Census Bureau, the county has a total area of 923 square miles of which 491 square miles
is land and 432 square miles is water. It is the fourth-largest county in Ohio by total area.
Agriculture dominates the southern area of the County with a heavy presence of
manufacturing and health care in the north. Academia stands firm in the County with
Lorain County Community College, top rated within the United States and Oberlin
College, a nationally recognized liberal arts institution.
The business environment in the County includes corporate headquarters and major
facilities of global corporations, mixed-use and upscale development, a successful small to
middle-market sized business community and leading-edge start-ups. In 2020, Carvana
built a $23 million facility that is home to almost 400 employees and approximately $13.2
million in payroll. Also, in 2020, Tyson Foods in the City of Amherst invested $20 million
in its existing facility to support an additional 200 jobs and $5.6 million in payroll. Other
recent development projects include Hydro Tube Enterprises investing $1.6 million in a
24,000-sf expansion and Aviva Metals, a brass, bronze and copper alloy manufacturer with
an $887,000 expansion project. Green Circle Growers announced an expansion project at
their existing location in Camden Township. The expansion project is creating 250 jobs,
some with $28.85 hourly wages and creating a $15,000,000 payroll on top of the 692
retained jobs.
Overall, in the past several years amidst a global pandemic, the County has seen economic
growth, enormous investment, new job creation and retention, competitive wages and
payroll, dedication to higher educational attainment and businesses being headquartered
and anchored in Lorain County
