The Town of Harpswell requests qualifications from mechanical contractors for design-build services for the upgrading or replacement of the HVAC systems and electrical service at the Town Office Building at 263 Mountain Road in Harpswell, Maine. Submissions Interested contractors shall submit their qualifications for the completion of the work set forth in Section D. Requested Services. Submissions shall be valid for acceptance by the Town for a period of not less than ninety (90) days from the submission due date. Any changes to the Scope of Work and related costs shall occur only with the written approval of the Town of Harpswell. Emailed qualifications shall indicate Qualifications for HVAC Design-Build Services in the subject line. Qualifications that are delivered or mailed shall be submitted in a sealed envelope labeled Qualifications for HVAC Design-Build Services. These submissions shall include one paper copy and a pdf of the contractors qualifications. The pdf may be submitted on a thumb drive or other portable memory device with the paper copy or may be emailed to Kristi Eiane at keiane@town.harpswell.me.us prior to the submission deadline. Questions about the request or the Town Office building shall be directed to Kristi Eiane at keiane@town.harpswell.me.us no later than noon on Monday, July 24, 2023. Any questions received and the answers to the questions, if any, will be posted on the Town by 4:00 p.m. Wednesday, July 26, 2023. The Town reserves the right to: (1) select the contractor that it deems most beneficial and responsive to its needs in its sole discretion, (2) negotiate with the selected contractor relative to the scope of work and contract price, and (3) reject any or all submissions and waive any irregularities in a submission in its sole discretion. The Town Office Building was originally built in the 1973 and was a two-story structure incorporating 6,891 sq. ft. In 2003 a two story 4,200 sq. ft. addition was built. At the same time renovations to the existing building took place. There have been no substantial changes to the HVAC systems since that time.
