Site work and paving for a mixed-use development in Missoula, Montana. Completed plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; and sidewalk / parking lot.

The City of Missoula is requesting statements of qualifications for the Downtown Safety Access & Mobility (SAM) project. The project will construct a multi-modal transportation network on three corridors in Missoula's downtown core. Front and Main Streets will be restored to two-way operations with intersection safety improvements and protected nonmotorized facilities. Higgins Avenue will be reconfigured from four lanes to three, allowing dedicated left-turn lanes, protected bike lanes, intersection improvements, enhanced transit stops, wide sidewalks, and ADA upgrades. The Riverfront Trail will also be widened to commuter path standards and universally accessible connections will be provided between the trail and downtown, including an ADA-compliant ramp between Beartracks Bridge and Caras Park. Higgins Avenue Multi-modal Improvements: includes reconfiguration from four lanes to three, allowing for dedicated left-turn lanes, protected bike lanes, standardized lane widths, curb extensions, intersection improvements, enhanced transit stops, wide sidewalks, street trees, and ADA upgrades. Improvements are to be installed from Brooks Street to Broadway Avenue, a linear distance of approximately 3,500 feet. Front Street/Main Street Two-Way Restoration: includes restoration of both Front Street and Main Street from one-way to two-way traffic. Improvements will include restriping, parking lane modifications, bus stop improvements, bicycle facilities, intersection improvements, a new signal at the intersection of Front Street and Madison Street, and reconfiguration of the intersection at Front Street, Main Street and Orange Street. Improvements to be completed between Orange Street and Madison Street on Front and Main Streets, a total distance of approximately 1.25 miles. Riverfront Trail Connections: improvements will include widening of the Ron's River Trail from Orange Street to Levasseur Street (approximately 2,400 feet of paved asphalt path), gateway reconstruction of Ryman Street from Front Street to Carousel Drive (approximately 200 feet of roadway and sidewalk reconstruction), enhanced trail access at Pattee Street, reconstruction of trail access between Front Street and Ron's River Trail at Kiwanis Park, and construction of an ADA accessible ramp from the east side pedestrian path of Beartracks Bridge to Ron's River Trail/East Caras Park. The selected Proposer will be required to submit payment and performance bonds upon execution of a construction contract (Guaranteed Maximum Price (GMP)), each in the amount of 100 percent of the contract price. Proposers will be required to demonstrate their capacity to obtain the required bonds. Questions must be submitted by October 11, 2024 at 3:00 pm. The City will provide an answer posted on the same "Question and Answer Site." The City will make every effort to post the answer within 8 work hours after the time the question was submitted. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. ESTIMATED CONSTRUCTION COST: $15.0 - $20 Million Project Schedule: Develop and implement innovative solutions to target the schedule outlined below, per the executed RAISE Grant Agreement: o Pre-construction design and permitting activities must be completed to obligate RAISE funds prior to September 30, 2027. o All construction activities must be substantially completed and open to traffic by December 31, 2029. o All work and expenditure of grant funds must be completed prior to December 31, 2031.
