The Surfside WWTF is located off South Shore Road on the southern coast of Nantucket. In 2009, the existing plant was upgraded to a MBR facility to treat 3.5 MGD maximum daily flows and accommodating a peak hourly flow of 7.7 MGD. The facility's current groundwater discharge permit issued in 2019 by MassDEP provides for a discharge limit of 4.0 MGD maximum daily flows. Wastewater flows at the plant are highly variable due to significant seasonal population swings during the summer months. Most recent improvements were completed in 2019 under the Phase I WWTF Upgrades project, including a new Headworks Building with an activated carbon odor control system, replacement of primary sludge pumps, improvements to primary clarifiers, reconfiguration of Return Activated Sludge (RAS) piping to improve efficiency of the advanced treatment process and upgrades to the Supervisory Control and Data Acquisition (SCADA) system. Since startup of the Phase I improvements plant staff have had limited success in fully utilizing their design intent, specifically with respect to upgrades in advanced treatment processes. In addition to further upgrades to meet future capacity needs and improve plant reliability and energy efficiency, the Project will include improvements the Town was compelled to remove from the Phase 1 scope of work due to local funding restrictions at the time of bid. Since that time the Town has managed to appropriate the necessary funding and successfully place the Project on MassDEP's CY2023 Intended Use Plan (IUP) for the Clean Water State Revolving Fund (CWSRF). The Town is resubmitting the Project for inclusion on the CY2024 IUP. The Town has identified proposed improvements under the Project including aeration system upgrade, replacement of the membranes, relocation of coastal sand beds, new Vactor truck unloading station, new permeate pumps and header, replacement of RAS pumps and associated piping, new sludge holding tank mixer aerators and scum removal system, new leachate equalization tank to mitigate process impacts, generator retrofit, new centrifuge and standby rotary press feed pump to upgrade plant capacity for handling biosolids, upgrade of chemical polymer feed system, SCADA system upgrades to provide full compatibility of plant system operations, upgrades to the existing laboratory facilities, energy management improvements and miscellaneous equipment, piping and valving improvements within the facility. The Scope of Work is expected to include all survey, civil/site, mechanical, electrical, structural, systems integration and other engineering design services, including permitting, field investigations and public outreach and presentations to various stakeholder groups required for the planning and design of proposed upgrades to the Surfside WWTF. Also included are bidding phase services, engineering services during construction, RPR services, and post-construction (warrantee period) services related to the Project. The Project will be partially funded by the MassDEP SRF loan program, and it will be the designer's responsibility to incorporate all applicable state and federal requirements of the program as well as prevailing statutes for public building construction within the contract documents.
