The Invitation to Bid (ITB) seeks competitive bids from qualified Firms to provide Crack Seal Material. The Crack Sealing Material shall be delivered on wooden pallets with a total weight of no more than 3,000 pounds per pallet. Each pallet shall be moisture protected with a plastic wrapping and bound with a minimum of two (2) layers of UV resistant stretch wrap. Material shall be packaged in completely meltable packaging and shall weigh no more than thirty (30) pounds per bag. Cardboard and/or foam plastic boxes will not be acceptable. Shall not contain any cardboard components to open, empty, handle or dispose of. The Crack Sealing Material shall be able to be delivered to two separate ACHD facilities at: 1) Cloverdale Maintenance, 440 North Cloverdale Avenue, Boise, Idaho, 2) Adams Maintenance, 3730 Adams Street, Garden City, Idaho. Question Submission Deadline: August 9, 2023, 4:30 pm Question Response Deadline: August 10, 2023, 4:30 pm The delivery period for this bid shall be through September 30, 2024. Purchase Order numbers are to be shown on all invoices and are to be sent to: Ada County Highway District, Accounting Department, and 3775 Adams Street, Garden City, Idaho 83714 or emailed to invoices@achdidaho.org for payment. It is the intention of the ACHD to procure materials pursuant to this Agreement on as as-needed, when-needed basis. Bidders shall be capable of providing the Crack Sealing Material within ten (10) days after being notified by ACHD of a specific quantity requirement. All questions or clarifications concerning this Invitation To Bid or the content and requirements of the Bid and Contract Documents must be submitted and received in writing by 4:30 pm on Wednesday, August 9, 2023. Bidders shall submit all inquiries regarding this Bid via the eProcurement Portal. Please note the deadline for submitting inquiries. All answers to inquiries will be posted on the ACHD eProcurement Portal. Bidders may also click Follow on this Bid to receive an email notification when answers are posted. ACHD will respond to questions and clarification requests requiring an addendum via a Final Addendum issued to all Bid Holders on or before 4:30 pm on Thursday, August 10, 2023. The successful Bidder will be required to provide 100% Supply Bond. ACHD reserves the right to reject all bids or reject any bid not conforming to the intent and purpose of the Contract Documents whenever such action appears to be in the best interest of ACHD. Award of a contract pursuant to this procurement may be delayed, without penalty, for up to sixty (60) calendar days after the date of bid.
