Questions received after this time will not be addressed. SCOPE OF SERVICES Design Consultant Selection for the preservation of Tunnel No. 4, a cut stone rail tunnel beneath State Route 40 in Buffalo Township, Washington County. Washington County is soliciting letters of interest and statements of qualifications for the design and permitting for the rehabilitation of Tunnel No. 4. Responses are encouraged by small engineering firms, disadvantaged business enterprise engineering firms and other engineering firms that have not previously worked for Washington County. US General Services Administration Form 330 must be included with letter of interest documents. Each letter of interest must include in the heading the firm Federal Identification Number and Project Reference Number indicated in the advertisement. Firms with out of state headquarters or corporations not incorporated in Pennsylvania must include with each letter of interest a copy of their registration to do business in the Commonwealth as provided by the Department of State. The committee reserves the right to reject all letters of interest submitted, to cancel solicitations requested under this notice and/or to re-advertise solicitation of these services. The following will need to be submitted to Pa DOT District 12-0 for the project: oDFV Submission - for PE design review, as well as any proposed drainage solutions to Route 40. oPre and Final Safety Review Submissions oConstructability Review Submission oFinal PS&E / Bid Package Review Submission The engineering firm needs to anticipate completing a CE Level 1b environmental document for NEPA clearance. A Phase I ESA will be needed for the project. Section 106 Historic requirements will need to be met. The tunnel is contributing to the Hempfield Railroad, which is eligible for the National Register of Historic Places. oWe will need a special provision in the construction contract for special repointing for the historic masonry. We'll need a 4(f) document and possibly a 6(f) document completed for this project. A public meeting will need to be scheduled, planned and held. URMS may be required if utilities are indeed impacted. The above items summarize the design requirements of the tunnel rehabilitation; reference also the attached Scoping Field View minutes of the project conducted with District 12-0 in preparing the proposal.The following shall be requirements of the contract: all data collected shall be treated as confidential material and shall be disclosed only to authorized County and Department representatives; the consultant shall not disclose or permit disclosure of any information or material furnished and/or generated under the contract without the County's prior written consent; all documents, data, studies, estimates, summaries and any other work or material developed under the contract shall be the property of the County and shall be promptly delivered to the appropriate Department contact person upon the completion of a particular service/assignment or upon the request of the County. all digital data generated and utilized shall be compatible with the current software utilized by the County; deliverable digital data for either designed or drafted plans and all other work products shall be submitted on a "record once, read many" recordable CDROM in an uncompressed format. Digital versions of all plans and maps shall be submitted to the County as AutoCAD 2004 drawing files (i.e. *.DWG files) and also as a *.DXF file. AutoCAD drawing files shall be delivered to the County in a form that permits the County to reprint/replot a given plan the same as it is shown on the delivered hardcopy version of the same plan without the need to alter existing AutoCAD settings or controls. All AutoCAD drawings are to be completed using the drawing standards and AutoCAD prototype drawings that are currently used by the County department requesting work through this contract. No final payment will be made until this records requirement is met. Deliverable plans shall be subject to review by the County's Representative; all plans shall be submitted electronically, copies of the original CAD drawings to be made available to the County and awarded contractor. All plans shall bear the seal and signature of a Professional Engineer, Architect, or Surveyor (licensed to practice in the State of Pennsylvania) as appropriate to the project. No final payment will be made until this records requirement is met. Text specification and documents will be submitted in Microsoft Office 2003 or newer. The design consultant is responsible for assembling and presenting the contract bid documents using County bid documents provided to them.
