The City of Santa Maria ("City") is inviting qualified firms to submit a Proposal for a Space Needs Assessment and Facility Planning Services (the "Project") to consolidate operating divisions and administrative functions at the Santa Maria Regional Landfill site for the entire Utilities Department. The goal of the Project is to develop a long-term, sustainable facility that will optimize the Utilities Department's organizational efficiencies and increase operational flexibility and expansion potential into the future. It lies within the Santa Maria River valley surrounded by hills on three sides and the Pacific Ocean to the west. With a population of 109,700 people (Census 2020), the City has experienced the largest increase of any city in Santa Barbara County and has the largest forecasted growth predominately due to infill, redevelopment, and densification. The selected firm or team shall provide all labor, tools, and equipment necessary to complete the scope of services described below. The City reserves the right to modify the following scope of services based on information contained in the submittals and subsequent negotiations with the selected firm/team and any additional services associated with the Project as requested by the City. Once a design selection has been made, the Utilities Department will evaluate the need to solicit additional services or continue developing the project with the successful proposer. The City reserves the right to select the successful submittal(s) and negotiate an agreement as to the scope of services, the schedule for performance, duration of the services with the firm(s) whose submittal(s) is/are most responsive to the needs of the City, and compensation for services. The City reserves the right to further negotiate any aspect of an agreement. The method of Contractor Selection has not been Determined at this time.
