This Request for Proposals (the "RFP") is an invitation by the City of Kingston (the "City") to prospective proponents to submit proposals for Cemetery Management Services as further described in Part 2 of the RFP Particulars (the "Deliverables"). The City is required to oversee and administer certain cemeteries within its geographical boundaries. These cemeteries may be owned and operated by the City or be historic cemeteries either on public or private lands which are monitored by the City pursuant to the requirements of the Funeral, Burial and Cremation Services Act, 2002 ("the Act"). Pursuant to a decision of Council of July 11, 2023, Council directed staff to the repeal and replace the existing cemetery by-laws with the proposed cemetery by-law in order to: (i) ensure compliance with the governing legislation and regulations; (ii) align the City's cemetery operations and management with best practices in the industry; (iii) add provisions relating to introducing natural green burials; and (iv) the City retain a qualified cemeteries operator to manage the City's cemeteries.
