Public Services and Procurement Canada (PSPC), on behalf of Correctional Services Canada (CSC) intends to retain the services of a qualified General Contractor (GC) for treatment plant network and SCADA upgrades at the Joyceville Institution in Kingston, Ontario. The project involves upgrades to the existing Network and Supervisory Control and Data Acquisition (SCADA) systems at the Joyceville Institution Water and Wastewater Treatment Plants, and supporting building systems across the facility. These upgrades include: - New redundant SCADA servers that operate independently from the existing IT network, allow remote access, and provide greater alarming and reporting functions. - Replacement of the existing PLC control panel at the Sewage Treatment Plant, and development of its Process Control Narrative. - Modifications to the existing PLC control panel at the Water Filtration Plant, as well as the remote I/O control panels at 4 separate supporting buildings. - New instrumentation and connection of additional monitoring points. - Upgraded Operator work stations with latest SCADA software. - A new alum feed pump system and upgrades to an existing chlorine feed pump system. - Configuration of the new SCADA network, PLC and HMI programming for the new and modified control and monitoring systems, commissioning and training for the entire system. The Contract includes all products, labour, equipment, as required or implied by the drawings and specifications to complete the Work. The Contractor must complete the Work within seventy (70) weeks.
