The Federal Bureau of Prisons (FBOP) herein issues solicitation 15BFA023B00000042 for the award of a firm-fixed-price construction contract for a project entitled Replace Cooling Towers, at the Federal Correctional Institution (FCI) Greenville, located in Greenville, Illinois. FCI Greenville is a federally owned facility located at 100 U.S. Hwy 40 and 4th Street, Greenville, IL 62246. The project consists of the following: The contractor shall be responsible for removing and disposing of 2 existing cooling towers. Provide and install 2 new domestically sourced cooling towers with stainless steel basins. Access to the specifications and drawings attachments will require an active https://sam.gov vendor registration (log in) AND may require a specific role or domain linked to your registration. Interested bidders must be registered in the System for Award Management (SAM) at https://sam.gov. Pursuant to Federal Acquisition Regulation (FAR) 36.204, the estimated of the project lies between $250,000 to $500,000 (NOTE: This range is one of 8 available ranges from FAR 36.204 and is not meant to imply that the project has necessarily been estimated/budgeted to the maximum of the selected range. It merely conveys that the estimate/budget lies somewhere within that range.) The North American Industrial Classification System (NAICS) code applicable to this requirement is 238220 (Plumbing, Heating, and Air-Conditioning Contractors) with a corresponding small business size standard of $19 million. The solicitation is set aside exclusively for small business contractors. The solicitation will be distributed solely through the website at https://sam.gov. Hard copies of the solicitation will not be made available. The website provides download instructions. All future information about this solicitation, including any amendments, will also be distributed solely through this website. Interested parties are responsible for continuously monitoring this website to ensure that they have the most recent information about this proposed contract action. IMPORTANT: Any contractor interested in obtaining a contract award with the Federal Bureau of Prisons must be registered in the System for Award Management (SAM) at https://sam.gov. Any questions relating to the solicitation after the closing of the pre-bid conference/site shall be sent in WORD FORMAT to Trisha Holm, Contracting Officer, via email at tmanderson@bop.gov no later than Friday, September 22, 2023 at 1:00 P.M. CST. In order to provide sufficient response time prior to the bid due date, the Government is establishing the above cut-off date for questions about the solicitation. All bidders shall bid/offer in accordance with the current solicitation to include all amendments (if any) as issued by the Contracting Officer only. A pre-bid conference and are scheduled for Wednesday, September 20, 2023 at 9:00am local time, at FCI Greenville, 100 U.S. Hwy 40, Greenville, IL 62246. Attendance is not (see provision 52.236-27 Alternate-I of the solicitation). Criminal History Check will be required for all attendees. The authorization for release of information (Form BP-A0660 Criminal History Check, attached) shall be completed for each attendee and emailed to pelders@bop.gov by 9:00 A.M. CST on Friday, September 15, 2023. Please include Replace Cooling Towers in the subject line. The forms must include a cover letter indicating they are for the Replace Cooling Towers: Company name and list of individuals from the company who will be attending. Phone number/point of contact for the company for notification of any NCICs that are denied. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
