All bids must be accompanied by adequate bid security (certified check, bid bond, or irrevocable letter of credit) drawn in favor of the Authority and in the amount of five percent (5%) of the total bid price, which shall be subject to forfeiture as liquidated damages in the event that the bid be accepted and the bidder fail to promptly enter into the proposed contract for performance of the Project with the Authority. Award may be made to the lowest responsible and responsive bidder; however, the Authority reserves the right to reject all bids or any bid that is nonresponsive or submitted by a no responsible bidder. The Authority further reserves the right to waive technicalities and informalities in the Invitation for Bids and bids submitted. All prospective bidders must hold a current Georgia Light Commercial HVAC Contractors License. The scope of work includes the provision by the Contractor of all labor, materials, equipment, tools, transportation, and supplies necessary to complete the work. The Project will be "turn key" and require minimal involvement of Authority personnel. The work to be performed shall include demolition of the existing air conditioning unit, variable air volume boxes and ductwork and installation of two (2) air conditioning units, thirteen (13) variable air volume boxes, a direct digital control system and various supply and return ductwork sections. Special Conditions and Appendices A and B contain more detailed information on the Project scope. In general, no answer will be given to an oral question if the answer involves an interpretation of the intent or meaning of any part of this Invitation for Bids. Any information given to bidders other than by means of the bid package or by addenda as described below is given informally and shall not be used as the basis of a claim against the Authority.
